You sir have done well! I approve whole-heartedly of the second version, and the idea s a whole. There is not much to say other than that this is what minecraft redstone-circuitry needs.
I like the implications this Rotor block could have. You could make a Ferris Wheel, a tower crane, or, if you could make the block face the player or other mobs.....

on a side note: how about making it fling up sand and gravel, or just fling them off. perhaps standing on a rotor that is undergoing turning process will give you dizziness effect, in which you will have your vision constantly drifting to a random direction. mobs affected by this will carelessly walk into the sun, of ledges, and will make no attempt to swim. if a block is attached to a active redstone current while being turned, it will fire (thus allowing for dispenser whirlwind. you can also make rotor-railroads. these, when active, can throw the cart of trail, into an abyss for a trap or onto another rail for navigation. this will again trigger dizziness
i Was thinking about adding if a mob or player stands on a turning rotor they get turned confusing the daylights out of them, dizzyness wouldnt be bad either. be good for like pvp and pve servers.
this is an amazing idea. i've actually been waiting a while for something like this to be implemented. it would be great if you could contact notch or jeb or something, and maybe they could implement it into minecraft. and if not, just set it up as a mod, and pls give me the link for download.

After a decent ban I'm back and I see there's a second rotor now. Sweet, love them both. However, I don't think that rotors will be able to interact with dispensers just like pistons can't. I thought it had something to do with tile entities or NBT tags or something I can't really lay my finger on it.

As for the direction, I think it'd be better if you could right click it to change it from clockwise to counter-clockwise and vice versa. Each redstone signal would rotate it based on this, rather than the direction of the redstone.

well, maybe there could be a certain magical block that changes the rotor direction every time it gets a signal. but if the signal continues, it would only change the rotor's direction once (like dispensers only firing once).

I love that idea total support, however I have a few things to add. First you should be able to put it on walls to make a sideways spin. Second maybe a special type of rotor that can make thing like merry-go-rounds happen (I've been wanting to make merry go rounds and ferris wheels).

thank you for the support , But moving multable blocks connected to a rotor isnt really good it would Require Much more coding than what this currently needs.
Updated Banners for Rotors if you want to help rotors more you can use these as signatures.
