As it stands now, beacons are pretty weak for all the work that goes into getting them. You can only benefit from their effects if you are in their immediate vicinity, and when you leave that small area, the buffs only last 8 seconds. As great as beacon buffs can be, they are relatively useless with the given limitations.
So, to solve this, here's what I propose: For every second the player spends in the beacon's area of effect, they gain 2 seconds of buff. This continues until the player has gained one full in-game day/night cycle of buff time (20 minutes), at which point they stop gaining additional buff time. As soon as the player leaves the area of effect, the buff timer starts counting down.
Okay, how about 1 second spent in the vicinity to 1 second of buff time, rather than 2, and the max buff time is 10 minutes rather than 20.
(and keep in mind the player can only get one of these per wither boss defeated. It is basically an end-game item, and those are supposed to be a bit overpowered, relatively speaking)

What do you think of this idea?
