Beginning Note: I am using already-used suggestions here. They're compiled into a single idea with some of my own thoughts blended in.
As everyone knows, fishing as it is right now isn't the most enjoyable thing. You cast your fishing pole into water and wait a random number of seconds for the bobber to sink, and when it does, you reel it in. Instant fish.
A bit boring, if you ask me. So how can it be improved?
Recently, in the 1.4 "Pretty Scary" update, there was the new Bat mob added. An ambient mob, likely the first of ambient mobs to come. One of these ambient mobs can be the fish.
Now, this fish can come in a single variant, two, or even three. I'll get to my ideas on them after I bring up the first step of the idea: improving the fishing.
What if there were fish mobs that spawned in bodies of water? In order for them to not be easily killed or caught melee-style, they would act like creepers to cats with you. If you got close to them, they would swim away as if they were scared of you.
But, with that being said, how would one catch them? The answer to that is a no-brainer. You would use a fishing pole. But how would the fishing pole be used to catch the fish? I came up with two potential methods:
1) You'd cast the bobber into the water near a fish or two, and they'd have a fairly high, random chance of being 'hungry'. If they were in the 'hungry' state, they'd go after your bobber and get hooked onto the line, where you'd reel the fish in with your right-click and it would fly over to you in item form.
2) You would have to cast your bobber ONTO a fish that you see, much like how you'd cast it onto a mob in the current game. If you managed to hook your line onto it, you could reel in with a right click and the fish would fly over to you in item form.
I believe either of those methods of fish-catching would be a much more enjoyable experience with fishing. But now, back to the idea of the fish mobs.
There could be one, two, or three different catch-able fish types (I believe more than three types would be too much). I came up with some basic ideas for these three fish.
1) The common fish. This is the fish that you'd see most often, likely spawning in a 2x2x2 water block expanse at least. The current raw/cooked fish item would work well here. Raw Version: 1 Hunger (2 Hunger Points)
Cooked Version: 2 + 1/2 Hunger (5 Hunger Points)
2) The uncommon fish. This fish would be seen fairly often, but not nearly as much as the common one. They'd possibly spawn in a 3x2x2 (2 long, 2 wide, 3 height) or 3x3x3 water block expanse of water. Raw Version: 1 + 1/2 Hunger (3 Hunger Points)
Cooked Version: 3 + 1/2 Hunger (7 Hunger Points)
3) The rare fish. This fish would be a rare sight, not spawning nearly as much as the uncommon type. They would likely spawn in a 5x4x4 (5 long, 4 wide, 4 high) or 5x5x5 water block expanse of water. This fish would have a larger radius of fleeing when compared to the common and uncommon fish types. Raw Version: 3 Hunger (6 Hunger Points) Cooked Version: 7 Hunger (14 Hunger Points)
And to wrap it all up, I think that an added mechanic to the fishing pole would be a cool addition: the ability to hook and reel in dropped items. Say if you dropped your pick down a hole in the ground that you didn't want to go down. You could take out your fishing pole, cast the hook at the item, and if the hook met with the item, the item would fly up at you as soon as you reeled it in.

Just had another idea. Perhaps there could be sharks added as well. The sharks can't be caught, but if they see your bobber, they'll immediately go after it, and if they catch it, they'll pull you into the water and start attacking you. They'd likely have high damage attacking and a pool of health similar to that of an enderman, and maybe be hostile only when they're in that 'hungry' state I mentioned in the original post.
I think that there should be more types of fish but I think by making fish an actual mob and having to place your bobber in a specific spot is a little to complicated for minecraft, minecraft isn't a realistic fishing game

You bring up a good point, Minecraft isn't too realistic. But I dunno, I figured it'd work out fairly well.
