I say that if you can make a tool out of it you should be able to make sticks out of it. A cobble stick should give +15 uses on any tool, an iron one +50, a gold one increases mining speed, and a diamond one +100. DISCUSS!
It's an interesting concept, like the new fences of cobble, they were originally just wood (and maybe iron fences will come along). It's the same with this idea of the sticks, there should be sticks of cobble/iron/gold. Maybe not diamond, though, because it doesn't make a good stick shape. But because of the shape of the ingots, they should just change possible recipes. And if it is to add uses to a tool, it should be quite a bit more than that. Like I said, good concept, but it needs more to it.
Iron Shovel: 251 Uses
Requires 2 Sticks, and 1 Iron Ingot
Your idea:
Iron Shovel made with 2 Iron Ingots for the sticks and the same Iron Ingot for the head
251+50=301 (unless it is 50 per ingot for the stick, then it would be 351 uses)
Or I can use those 3 Iron Ingots and 6 Sticks, and make 3 Shovels that have a total of 753 uses. Plus with the 10% total uses from repairing a tool with another that gives me an additional 25 uses per repair for a total of 803 uses, before applying any enchants.
The traditional method gives me more than twice as many uses, and only costs 4 extra sticks.

I didn't actually think about the shape of diamond but you can make diamond picks so I don't see the problem. Then use gold it doesn't take away any uses and makes gold usefully. I didn't give this much thought so sorry about not having recipes but maybe Iron and Gold give only two sticks with the stick recipe. The stone sticks can also be made into slightly retextured torches.
