Basically animals no longer spawn unless you generate more chunks, well, at least very rarely, in large multiplayer servers people choose to kill the animals instead of actually farming them, resulting in a lesser to ghost town count of animals in the main starting areas on multiplayer.
I have many issues with this, it doesn't take a hipster to tell you that the way that Minecraft spawned animals in beta was much more convenient than the current versions, and that it's near broken for medium to large MP servers. The animal farming functions today play nicely in singleplayer, or small 2-8 slot vanilla servers, however in multiplayer, it's nothing but a terror, people making completely overdone animal farms containing 100's of entities is not the best thing for a server either. I think for multiplayer the animal breeding functions should be completely stripped, or at least a animal-engine=1 option in the server.properties that reverts the animal spawning to it's beta state.
Beta animals, for you guys that are new here may not know how to work, a year ago animals used to spawn anywhere that there was light and grass, the biomes did slighty effect it but nothing that was significant, basically they would spawn in in groups of 3-4 very similar to how enemy mobs spawn in at night, no farming necessary.
The beta animal functions would be much greater for medium to large Minecraft multiplayer servers, I feel this should definitely be readded to the game as a server option, maybe even singleplayer.

We are not in a perfect world, implementation of vanilla security features, rules, and restrictions, if people have the power to, it's likely some will abuse it and kill off the animals instead of following the server rules that were written on some cluttered signs. Optional features to the vanilla client to make servers as dynamic as possible to the owners preference is always a plus side. So please view this thread realistically, there will always be rule breakers who work their way around restrictions.

I believe that further supports my point, in multiplayer the current mob spawning functions just do not seem to work, this is why I believe it would be a good server setting, it's near impossible to tell every player, visitor, and griefer to "keep all the animals alive we need them for breeding in a decent to large sized server.
The vanilla spawn protection functions really don't work out to well, and you just simply can't force a stupid person to a sign, and expect them to read. I'm not really arguing your point, but we're talking about probably one of the least mature and literate communities since Call of Duty, what you just mentioned would work, if this was a perfect world. In beta as I mentioned passive mobs behaved very much like enemy mobs at night, they would spawn and despawn, and respawn. Now they only spawn once, never despawn, but also never respawn, this doesn't play out well in multiplayer, when you have 10+ people running around killing them off.
It looks like there are conflicting requirements here.
Some players want to capture and breed animals on farms. If animals despawn, farming becomes impossible.
But if animals continually spawn without despawning, the world could become overrun with animals and lag the server.
So, I suggest a compromise.
Upon a chunk being reloaded, the number of farming animals of each type within the chunk should be checked and if half or less of the number normally spawned is in that chunk, a random chance of more spawning is run.
The animals wouldn't always respawn, but often enough to prevent them from dying out completely, so the number of animals would be replenished without overcrowding the server.
I think it's fine just the way it is. If you're playing on an overcrowded server where people don't have enough sense to not make cattle extinct, go find a different server, or request a change to the server. I personally hated the old spawning method; you couldn't make a fancy indoor garden or anything like that without a bunch of damn cows and sheep popping up in it every day.
I have actually made it so that you can increase the animal spawn rate in my Mob Spawn Controls mod.You can also control what mobs can spawn where - control monster, creature, water creature, and ambient spawn rates on a global or per-biome basis.
But, the main point is that you can increase the SpawnCap of the animals (from 15 all the way to 500) and also increase how often minecraft tries to spawn them.
