please allow non-"paid" minecraft.net accounts to upload/change skins in the profile section.
i believe this will allow server operators to create NPCs with a set skin, by naming the NPC the same as the unpaid MC.net user - allowing rich interactive NPC experiences without custom Spout extensions and for non-Spout "vanilla" clients.
this post considers NPCs not as the Villager NPCs built into the core, rather NPCs created with a bukkit plugin like Citizens.
all NPCs currently get the "Steve" skin unless the name given to the NPC matches a paid player account - but then a server admin cannot be sure of the look/skin of the NPC unless s/he also owns that account.
it is prohibitively expensive to have more than a few paid NPC accounts for most casual server operators.
i would like to have shopkeepers and neighbors in my world but cannot afford 10-100 extra paid MC accounts.
Won't happen; skins are supposed to be a feature exclusively for those that bought the game. NPC's aren't a good enough reason to allow it; especially since it's a third party kind of thing.

i think skins are a poor reason to upgrade. playing minecraft is why people pay. the benefit to server admins (and all players on the servers) is high, and it seems the costs to mojang is low.
benefit is to the game as a whole b/c it'll create richer experiences for players, so I don't see it as third-party.
i can't afford 100 extra accounts, so my options are (a) NPCs with weird names (to get the skin that matches) -- who might also change skins without warning, (B) a bunch of generic "Steve" looking NPCs (for females and drawfs and ...), (c) no NPCs, (d) spout only mod, (e) non-paying accounts getting skins.
(e) would be cool. everything else much less cool.
I'd be good with a discounted skin cost, as long as it's tied to a named account I can control so the skin doesn't switch on me. I could afford a few NPCs at under 1 euro each, just not full 20 euro accounts.
