It would be nice to get off the ground from time to time, especially in the case of fighting the end dragon. To construct a device to flying (much like a helicoter or plane) could be beneficial in a lot of ways. Of course it would take time, gathering up components and materials, experience, etc. so it may take a while to be able to use it but it would make travel so much easier and safer (except the long range attack creatures).
THe structure could be made from wood, iron, or netherrack. Possibly other materials but not diamond. That would be expensive and over doing it.

flying crafts such as balloons and such may have existed in those eras. I wouldnt think it woul make people quit because it would be their descision on if they use it or not.
I think it would be interesting to be able to fly around on survival to search better. I am not saying to add weapons or anything just as a search vessel.

Saying things like this will only bog your suggestion down. Saying "Oh, well you have the choice!" is usually a horrible way to back up a suggestion, because deep down it seems like you're saying "Yeah, this idea probably has some holes in it, but that's okay because if you don't like it, don't use it!" And that doesn't add balance to your idea. Not that your idea is horrible, as I'm 50/50 on the balloon thing.
Solution: If your idea has solid reasoning and (near) perfect balance, then there's no need for your idea to be optional.

Minecraft has been out for a while, and the only flying we get is in Creative Mode. I can't see any flying happening in Survival any time soon, but I may be wrong. Not that that was a dig on your suggestion, it's just something that seems unlikely.

But...
Why not a set of craftable wings? Made of wood and feathers? Consider Icarus and Daedalus.
Craft a single wing from 9 feathers, a set of wings from 2 wings, 2 string, 2 sticks, and 3 planks. You equip it like any tool and every time you right-click you flap and gain speed/altitude. Just holding will let you glide, going forward while only dropping 1 block for every 2-3 seconds.
Every flap decreases durability, and durability slowly drains while you are gliding above y=100, faster the higher you are.
That fits into Minecraft (in my opinion) and has a decent mix of versatility and limiting factors.
