Will hide on roofs or in trees at night then when you come within 5 blocks of it, it will jump down and attack you. It will only spawn at night even if there are low light levels. If the sun comes up, instead of catching on fire will turn into a bat and fly away. If it stays in the sun for 20 seconds it will catch on fire and die instantly, so your best strategy of fighting it would be to in a large clearing. Has 25 hearts, pretty hard to kill.

Bottle of Storm: Potion that makes lightning strike on the block you click then it rains. Can be brewed by putting gunpowder in a potion of instant damage.
Bottle of Cold: Potion that makes it snow. Made by putting a snowball in a potion of fire resistance.
Black dust: A more powerful gunpowder.
Made by cooking blaze powder in the furnace.Black dust can be used as a substitute as gunpowder but it can also be used like redstone dust on the ground.
Problem: gunpowder is already used in potions to make splash potions.

This mob doesn't add anything very new to the game. Yeah, it's a bit harder than a typical mod, but the motif of them burning in the sun is something already common in minecraft so it doesn't even have that element as unique. Also the drops are all really bad because they don't relate to the mob at all, and it also drops too much, especially considering most vampires turn to dust when they die. Also the spawn location is bad.
How to make it better:
#1- Have it drop something that is new and unique. Preciouse metals are usually fatal to vampires so anything metllic is out.mTheycan't drop anything that is part of their body either because again, they poof into dust when killed. Perhaps they drop something precious that would be precious to a vampire. Just an idea, but I think it would be cool if they dropped books and you could collect them all like records.
#2- Have them spawn in villages. Vampire bats may live in jungles but vampires do not, they live where prey is plentiful.
#3- Make them shape shifters. In the work of the great Bram Stoker (R.I.P dude) vampires can turn into steam and vermin and other things of other onerous disposition. I think they should be able to turn into a normal testificate by day (albeit one that stays inside) and be able to turn into a full vampire form by night, and also a full flying bat.
#4- It should be able to prey on Testificates more efficiently than anything, and you should probably have to craft some secular anti-vampire item to keep them from wiping out the village over time. However vampires should not slaughter villagers, only kill one or two a night if they can. They should also be wary of priests.
#5- Maybe make a kind of potion you can brew called holy water that hurts them.
A major problem however is that Vampires are intelligent. Zombies and Skeletons are mindless, spiders are (beautiful, clever and wonderful creatures) dumb arthropods, wolves are defensive as are zombie pigmen, qhasts are misunderstood, and endermen may be intelligent but they can't express it. Vampires can't be the slick, sexy and smart creatures we all know and love. They'll have to be primal and not appear any smarter or cleverer than a testificate, just more sinister.

I don't care for the OP's suggestion one bit. But your "villager vampire" actually sounds like a really interesting idea.
This is a poor idea. Jungles are kind of random for vampires to spawn (that is kind of like having ocelots spawn in taigas) which doesn't make much sense. Not to mention some of the drops are irrelevant and have nothing to do with the mob, and they are also EXTREMELY OP.

I said this. Two days later, my computer's motherboard melted down and I had to get a new one with Windows 8.
While I am not necessarily against it, I think Vampires as an addition would cause a major uproar. Even now people are constantly complaining about Witches, who I believe should stay. But if another Halloween-y scary mob was added, I think Mojang would have a bit of a problem with the less tolerant players. And while they shouldnt care what people think of how they make their game too much, it can be dangerous to have an event like that.
