Basically like it says above. Including options for use of NBT spawner tags.
Options for: Entity spawn location, equipment, direction, speed, effect. Most anything you can use NBT tags for.
It would allow one to setup adventure maps without having to go back and forth to mcedit.
Making it so much easier to edit and modify designs.
Being able to trigger them via redstone would allow for greater precision and control in the way of mob spawning.
Being able to release entities without visible dispensers. Or having to wedge spawners behind walls.
Provide a great deal of use in the making of things like arias in multiplayer environments.
Even the possibility of resettable adventure maps. With out the problem of running out of items or mobs.
It's possible to even be able to press one final button to replace blocks destroyed even those by TNT.
I'd rather be able to edit spawn egg's NBT tags to have all those things you mentioned. You could then use position data to spawn a mob out of a dispenser behind a wall and it could appear wherever you want. Not only that, but you could have nine different variations of it within the same dispenser, with each one being spawned randomly every time the dispenser is triggered.
Using this you could have zombies wearing leather armour coming out of one door, and zombies wielding swords out of another door, by simply having a redstone clock linked to a dispenser somewhere nearby that contained 2 stacks of different zombie eggs.
Much better, and easier to use.
I don't think you can change the spawning location of a mobile item. And I'd prefer having infinite uses so you don't have to refill.
Much more useful for a multi player arena.
A little redstone work can handle randomization.
With my plan you could spawn much more than mobs.
Lava, boats, xp orbs, arrows, items, and more could be spawned and launched in any direction. Not just things that can be launched from the dispenser.
