First off, I would like to say that the enchanting system right now is beutifal! With the addition of anvils soon we could better our hopes with some new and improved enchants!
Fixing Fortune on Axes and Shovels: Fortune on axes ans shovels BARELY do anything! They give you more of a chance to get flint and a better CHANCE to get a maximum of 4 glowstone dust! This is a pretty pointless enchant on axes and shovels. So where should we start? Well. Shovels dig up a multitude of things! Dirt, grass, and clay. Clay isn't affected by fortune. So, we can increase the chances of clay balls to a maximum, of perhaps 6 or 8, when using fortune on a shovel. On axes, when destroying leaves you may have an increased chance to drop apples or saplings!
Hoes 'n Stuff: Tilling I: Tills a 2x2 area with one use. Tilling II: Tills a 3x3 area with one use. Tilling III: Tills a 4x4 area with one use! Parameters could be set in, so it only tills dirt instead of grass Crop Protection I: Makes trampling on crops twice as hard when the crop block was tilled with this enchant Aqua Till I - II: When dirt is tilled it is already "watered" until 1st - 4th harvest of plant
Helmet Enchants: Poison Protection I, II, III: Reduces poison damage, and has a rare chance of preventing poison. Regeneration I, II: Quickens the time it takes to regenerate health
Boot Enchants: Speed Boost I,II,III: DUH Jump Boost I,II,III: DUH Swim Boost I,II,III: Remove the small swim boost that normal speed (potion effect, which will be the effect on the armor) and add a swim boost to this enchant

Hoes and stuff
Tilling: Seems like it would be more of an inconvenience than benefit. Very rarely are you making 4x4 fields of crops, especially if you are trying to be efficient. Unbreaking works well enough imo.
Crop Protection: Nearly useless as crops only get trampled if you jump on the soil. I've had entire fields around villages and the Villagers would rarely, if ever, accidentally trample my crops. Nor would hostile or passive mobs.
Aqua Till: Kind of neat I guess, but I can much more easily sacrifice one block for a water source and have all the nearby blocks watered indefinitely. Hell with tiered farming I can make one water source provide moisture for hundreds of blocks.
Helmets
Poison Protection: Not a bad idea, although I can't remember the last time I even saw a cave spider.
Regeneration: Needs to be super weak and/or super rare and costly to make this balanced
Boots
Speed Boost: No, not "DUH". Tell me how fast each enchantment tier will make me go.
Jump Boost: Once again, not "DUH". Give me numbers. Your idea of duh could be completely different from other people's
Swim Boost: I have no idea what you mean by this. I assume it means swim faster in water.
