With the new lighting engine getting implemented, I think it would be possible to make burning mobs give off light. During the night, if a mob somehow caught on fire, it would give off the same amount of light fire would while it moved. As Notch has stated before, light sources cannot move, but with the new lighting engine, that would be awesome.
The lighting system was reverted in 12w40a due to the immense amount of bug fixes that need to be implemented. The last I heard, redstone addition and lighting system rewrite will be held off until 1.5; said version's release date is still unspecified.
Dynamic Lighting is already possible. However when I used the mod for it I noticed a performance drop. If the new lighting system preforms better then the current one then I could see them including the option to have Dynamic Lighting.
It certainly has always been possible in the strictest sense, certainly, but when people bring up whether or not it is possible, they mean possible to make it into the core game as a feature. As you said, as it stands with the non-modified lighting engine, the way it is structured means that dynamic lighting is resource intensive and buggy, and certainly wouldn't help a lot more people than it would hurt.
Okay, let me clear it up here, too. Dinnerbone's changes WERE NOT the new lighting/rendering engine. They were just improvements upon the current one. The new rendering engine probably won't be seen for quite a while, probably not even until after 1.5 is released. Now, Dinnerbone has reverted his lighting improvements (Remember, NOT a new engine) until 1.5.
Anyways, on topic, I'd love for flaming mobs to give off light.

No, this should have been in suggestions if anything. However with the new engine it should be possible.
