No, not these specially textured capes. The special texture is reserved for special events only.
How to craft capes? You put a wool of any colour and 2 strings.

These capes are basic. The colour is dependent on the colour of wool used. Capes have 2x2 checker texture.
Only one problem: How to equip cape? Shift-click on cape in inventory screen to equip. How to unequip? Click on character in inventory screen and the cape will be unequipped.
Capes also can be dyed. Put a cape in one of the corners on 2x2 crafting and put the dye in opposite corner to dye one corner of cape. Or place cape in 3x3 crafting table and put dyes in any corner to dye multiple corner of different colour at same time. There are 16 different colours, just like wool. There would be 65,536 possible colour combination for capes.
I think capes should just stay as rewards.Maybe Mojang could start to give away capes more often or sell them in the future,but I don't think they should be craftable or easy to get.
I know they're just harmless aesthetic capes, but it seems like one of those things that should only be given to staff or as very special rewards to other hardworking contributors while any common player never ever gets one.
Imagine doing something awesome that makes Minecraft so much better for the rest of the world, then getting rewarded with your own rare cape, then one day you find that everyone can get them. That would really suck.

These capes actually have SPECIAL texture. The craftable ones are basic. No special textures at all.
That's not what the people above are saying, they mean that capes as a stand alone thing should be rewards only. If you can make a cape, it's just that much less rare seeming even if the texture is different.
