Instead of levels, or keep the levels but add that anvils needs a mat besides a second tool to combine both enchantments and durability. Such as with an iron sword, besides a second iron sword you should need to add one iron ingot with any item you want to repair. Repair a diamond pickaxes with a second one, and another diamond. Besides that, the repair shouldn't be adding the two durability together which I'm sure it's not already, but let there be a number of times you can also repair one item.
Actually, there is a number of times you can repair the item depending on the mats used, so lets say a diamond axes can be repaired 8 times, well after those 8 and you need to add another diamond, but no more 8 times, you need to continually add a new diamond.
The number of times you can repair the item is regardless to how much the item is repaired each time.
This way, you can't keep one item forever unless your really work for it.
I know the anvil is new...brand new, but better to make it right the first time around then needing to go back and fixing it.
So it's not enough that it takes 55 iron to make an anvil, then a bunch of XP to use it, plus the fact that the anvil can break over time, but now you want to have to feed it material in addition to the two tools?
No support, that is just getting ridiculously expensive.

Well my main concern is that you can use the same weapon infinity, which shouldn't happen. Also I find it quite easy to find that much iron.
