My suggestion is to create sort of a customization before you enter minecraft. You don't have to use what I say exactly, but just the general idea is pretty good I think. Ok, when you start a minecraft world I think you should have a few customization options for you character. For example, when you start the world you have some customization options such as Male or Female, Hair Color, Age, Shirt, Pants, and a hat or something. This won't completely discard the use of skins, but it will get rid of the countless teenage girl skins or teenage boy skins or steve with suit skins. This would be a great edition in my eyes. Your suggestion seems to cause the problem it's trying to solve. You say you want preset options for clothing and body/hair colors to stop from seeing the same skins everywhere, but all this would do it make you see the same preset things everywhere.
Also, I hardly ever see the same of any skin (only ones I've seen duplicated of were Link and Oni Link without eyes), so I can't say I understand the "problem" with how skins are now.
