This will give 64 extra blocks to have deeper seas, biome specific underground structures, canyons, valleys, caverns, underground lakes, etc.. This would give a way to fix the mess of caves, ravines, and mineshafts.
And you will still have 128 blocks above ground to work with. Your towers can still be absurdly tall, the frequently asked for mountain biome can still be mountainous. The only con I can think of is lag - which would be inevitable with any major change in the terrain generation - which, with a few other things like ore distribution, would obviously have to be worked on.
I don't know if thats a good idea of a permanent generation. People always complain about the generator and the boring landscape. I for one hate the fact that people want one or more things in the generator that completely changes the game. If one thing is to be changed in the generator of minecraft, it should be the ability to customize the generator to your own wants and needs. I really don't want random strangers suddenly changing the whole game because they wanted something so bad. It sickens me. Its my game to bro.

It sickens you that people what to make the game more fun? My suggestion wouldn't actually change the game that much, what it does do is lay a foundation for future features. These features will not be added if they are reliant on some specific custom map set up. When "People always complain about the generator and the boring landscape", it is because minecraft is constantly growing and when its growth slows down or stops people get too accustomed to the look and feel of minecraft, and then they get bored.

If they want the terrain to be changed then they should make their own mod.
who is they? And I guaranteeing you, minecrafts terrain will be changed in the future. My suggestion just opens up (or fills in - depending how you view it) the world for more possibilities in the inevitable future.
There was actually a mod for minecraft which raised the maximum block height, and it seemed to lag like hell. I don't feel minecraft needs to be much bigger than it already is.
There was a mod that raise the height limit before minecraft was 256... and yes it lagged. also when they originally raised it to 256 everything was stretched out which lagged alot, then they decided to work on adventure stuff so they didn't deal with it (From what I understand). The thing is that there are ways to make lag not happen.
