Spawns near lava and glowstone blocks in the nether, and slowly grows over time (detailed below). Eventually forms a flower/fruit on top which eventually reaches a critical stage. Any item/action that occurs within a radius of a mature flower/fruit causes it to explode, scattering new seedlings in the area to grow again.
The cactus can be put in a furnance to make 1 "netherwood" (a really hard, dark wood), and the netherwood can be put back in a furnce again to make a stone block.
The fruit/flower can be harvested for a special ingredient (perhaps for potions/other important uses/smelt into gold bars) before it reaches "explosive overripe" stage.
Growth though is very special, and very dangerous if planted in the normal world. Water makes it grow like crazy (think red weed from War of the Worlds). Each block has a total water value, and a value indicating how much water is drained from the block to the cactus every few seconds. Once the cactus has absorbed enough water, it grows up one block and the range of blocks it can absorb from increases.
Single block, a 3x3x3 area, 2 blocks, a 4xx4 area, 3 blocks, 5x5x5 area. Once it hits 3 blocks high, it can then grow a flower/fruit.
As water is drained from the surrounding area, the blocks slowly change in time. Simple example would be Grass > Dirt > Sand > Netherrack.
The block that the cactus was growing on turns into lava if the cactus is "destroyed" by it's flower/fruit explosion.
In time if left uncontrolled, this cactus will turn parts of the overworld into desert and The Nether, and drain rivers/oceans.
Overall idea is that the Nether looks how it does due in part to this plant.
The plant in the Nether will hardly grow at all, due to the lack of moisture in the current environment (excluding player actions). Explosions in the nether from mob movement will be minimal.
The explosions originate at the flower/fruit, and have a radius of 4-5, enough to destroy the plant.
The idea of cactus > netherwood > stone is so that players could set up a home in the Nether and have the ability to obtain (with some difficulty) the basic materials to make tools, chests, etc, etc without having to bring along a load of wood from the overworld. Plus, the netherwood is more blast resistant, and a different texture. I also thought that the Zombie Pigmen need some sort of "wood" for all their gold weapons they have.
I know I'm vague on the Fruit part, but that's because I've never done potion brewing, so I don't know what effects it could provide. That's what development is for, I'm just planting the seed of the idea.
In fact, I've given this a lot of thought before making this post. Yes, planting this on a beach would be very dangerous, which is the idea. I was inspired by the idea of The Red Weed from War of the Worlds, where it grows like crazy near water, and also Triffids and Sunflowers from Ringworld. Just with this Cactus is more dangerous then Red Weed, more suitable to the nature of the Nether.
It would need some serious balancing to ensure growth rate is not too fast, so it doesn't overwhelm things too quickly. A simpler growth system would be based on the type of block the plant is growing on without checking and changing the surrounding blocks.
