A spark plug would be a block, created by some combination of iron, gold and redstone. This would be a directional block, similar to a piston. There would be a head to the spark plug. When given a redstone signal, the spark plug would attempt to light the block adjacent to the head on fire, unless the adjacent block was a nether portal. The spark plug would toggle nether portals on and off.
There is no convenient way to use redstone circuitry to cause fire at the moment, nor is there any convenient way to turn nether portals on and off.
If you consider stocking your dispensers with fire charges "convenient." Also, with the change that allows mobs to be pushed through nether portals with water streams, doesn't that mean you lose the means of turning them off?
Having to create a fire charge for every time you want to flip a switch is onerous in survival.
And in any case, just because there already exists some roundabout way to accomplish something in-game already doesn't mean it's not valuable. Look at repeaters.

Then why create a new block? Add a new functionality to dispensers; if there's flint and steel in a dispenser, it will light the block on fire, in a similar way to how water and lava now work.
No need to add an entire block with a single use affecting a minority of players.
