Oh Just Cause, so many fun times. and Minecraft, many fun times ahoy. But unfortunately, this suggestion falls short in the same area that many similar suggestions have, that being it is a suggested feature from another game. The idea of a grappling hook is good in itself, but Minecraft would require a system that works best for Minecraft. And while the Just Cause had a very fun grappling hook, it would completely break Minecraft. Something a bit more fitting would be necessary.
im not trying to suggest something complicated or out of the realm of minecraft. A hook that snags onto distant trees and a line, doesn't even have to reel you in automatically or nothing. The inclution of a parachute might be against the grain of minecraft but real good for gettign off floating islands. They could both be craftables, we have fabrics and strings already. I do see ropes as being challenging looking in minecraft.

If any sort hook of this nature was implemented, it would be a short range, throw-it-up-a-cliff-edge-or-wall, climb-up-yourself, used-for-easier-scaling-of-mountains-and-defenses, reel-it-in-yourself hook. The Just Cause 2 grapple would be extremely out of place and make everything too easy, just as it does in Just Cause 2.

Both of these are false. A grappling hook, even if it doesn't automatically reel you in towards it, is complicated. The grappling hook you are imagining would be very out of place, as well.
Grappling hooks would make exploring caverns and escaping enemies too easy, and we'd all look ridiculous flying around grappling onto everything.
The only way I could see it being balanced is if you had to build "receivers" to place on walls in order to use it there. But I wouldn't want to bother with that. Parachutes, hell yeah!
A grappling hook would be a nice thing, if it were single use only though and act as a permanent fixture to swing across deep ravines and the likes until a bridge is constructed to remove it, though you could remove it through mining with a slight chance of breaking it.

I always thought it there was a grappling hook, it'd be for mountain climbing, you throw it like an Arrow, it latches on and all you can do is move towards it. Right click sends it out, then brings it back in.
I think your subject title could use some adjustment, and your explanation leaves those of us who have never played "just because 2" in the dark... I have no idea what such grappling hooks are like. If this post were given more helpful detail in the description I'd find it easier to have a response to it.
