It would be pretty darn cool to make it so the water found in "river" biomes would move in one direction, according to the angle in relation to north of the river banks. It would make Minecraft so much more realistic.
It is a good idea, different water levels, so the rivers would run.
But I do not see anything useful on it... You should suggest mojang creating WATERFALLS biomes, for example, in the jungles or in the mountains, a waterfall, with lots of animals surrouning it.
That is useful, because you can get food.
Minecraft is a Video Game. It don't need to be realistic. And it would be annoying because you'll hear the water sound. No Support!
No need for realism eh? well let's remove gravity! the player should float in survival mode! Let's just punch stone! we don't need a pickaxe!
Anyway back on topic.
I am also conflicted about the suggestion, but not disagree, sure it can make boat travel easier. But flowing water will LAG the engine so much on the verge on crashing.

There are several problems with the above statement:
a) I like the water sound, if you don't, move away
b)Realism should at least play some part in game dev.
c)no need for big letters.
