Skeletons were the first Over-world Ranged mob to ever exist in Minecraft. They can pack some serious damage, but just damage. They really don't seem that much of a threat. And when there are packs of 5 to more, the attack each other, and I find that quite ridiculous. So that is why I am requesting a far better AI for the skeletons.
1.) Better Awareness
-Skeletons should be aware of their surroundings. Surely they shouldn't be able to be super smart, but they should be bright enough to know that you are a couple of blocks up, and shoot you from there. It wouldn't quite make sense for a skeleton to not detect you when you're up a couple of blocks. For example, if they're on a higher ledge of about 4 blocks, they'll stand on the edge and shoot you from that distance, of course not falling.
2.) Better Fighting Skills
-Skeletons have been known to damage you, not entirely kill you. But what I've noticed is that once you get close, they just stand there and keep shooting like a jerk. So I think that when you come close to it, it should back up a little bit, a little bit faster than sneaking, but slower than walking. This way, Skeletons react to when you come in with a diamond sword, screaming its name "SKELETON!!!" and it just doesn't stand there.
-Skeletons should have somewhat of that formation that the Snow Golems have. They should be able to stand in a line just like them, because they're ranged mobs, so why not? This'll prevent so much conflict between the arrow's direction and where it's going to hit. When you come in with a sword, they'll back away from you, but still trying to remain in that semi-circle.

-Skeletons used to hold their bow in both hands, which made sense. Now, it's bow is now held in just one hand, and they stick out just like a zombie. Well I say that is just plain ridiculous, and I think that they should go back to the way they held their bow before, in both hands. Also, they should be seen charging their bow just like how we do. That way, we can tell when they are about to shoot, so we can guard in time.
4.) Only on Hard Mode: Shooting Through Glass Panes (Currently Debatable)
-If bullets can pass break through windows, why can't arrows? Because of 6 glass giving you 16 glass window panes, the cheap alternative to just using window blocks, the glass panes should be breakable by shooting arrows toward it. This would open up to a new level of challenge, so you don't just defend your front door, the only entrance to your house...
What it does is that skeletons will attempt to, when you're in your house, shoot try to shoot you through glass panes if you have any. They will not attempt to shoot you through glass blocks. That's when the mobs come rolling in.

I see your point, really. But if you were the creator of Minecraft, would you just let a skeleton just hang out there shooting arrow that come from nowhere at you, or would you have an awesome solid creation, that satisfies both aesthetic and game-play requirements?
Also i did say that the glass panes are debatable. But you can make 16 of them, so why not.

Honestly, if I was the creator of Minecraft, I'd probably just leave the Skeletons as is. Skeletons are pretty capable of decent accuracy and knocking players off of high areas and/or into dangerous places, so I wouldn't make any effort to buff them at all.
Also i did say that the glass panes are debatable. But you can make 16 of them, so why not.
I don't think that's a very valid reason. Creepers are good at blowing up our structures, so I wouldn't want the Skeleton to have a bit of that ability too. I don't want to keep replacing my glass panes just because Jeb decided to make Skeletons more annoying by grieving my windows.
i think that skelitons are the most annoying of all mobs, they can still deal some major damage if they spot u far enough away which happens most of the time and windows are very much needed in hiding from the mobs they cant take t het advantage away, but the bow charging and the graphical errors im ok with changing.

Yes, they DEFINETLY need that..

Personally, I think they should hide in different, less obvious positions, so they can all get you at the same time. But maybe grouping around a spider jockey would be nice..

I always thought they were using dark magic to hold the bow with one hand, Being the best team of archers in minecraft.

That would make glass panes hardly ever used again. No to this.
Those are some good ideas, but the awareness and damage tweaks should only be like you said on Hard, so people that are on easy don't get killed really easily when doin stuff.
