Problem: since biomes are 2 dimensional you'd still be in Hell. literaly.
Why is this a problem? When you mentioned serpents living in oceans, any water replaced by another block couldn't be placed again since you can't place water in the hell biome.
Water would be very difficult to move unless you use some sort of custom water. I do like the idea though
If you read my post, I stated that it would require a new vertical biome system. Or, allow water above Y- 128.
For what it's worth (at least compared to the other "new biomes in the Nether" ideas I've seen so far), this has to be one of the most creative I've seen yet. The fact that it also adds dinosaurs in a way that doesn't look out of place is also a bonus. I agree that the jungle should look exotic and dangerous, probably with deadly plants and other hazards; though purple plants are a bit of a stretch, a darker-looking jungle with carnivorous plants would be a good start.
And for those who think this calls for a "vertical biome generation", I think a quicker solution would be to generate the Lost Lands biome (I think that's what I'd call it) automatically along with the Hell Biome Nether chunks. Rather like the underground part of the Overworld but upside-down to some extent. Though that leaves the question of how this applies to chunks in the Nether already generated previously. And maybe parts of the Lost Lands could extend down into the Hell biome as well, as an alternative means of getting to the surface although you'll have to dig for quite some time to do so.
Seconded for most of the points there, and I'd also change the mob names to "Raptor," "Pterosaur," and "T. rex" to save unneccessary letters. Feathered raptors would also be easier to model in MC as they'd practically be six-foot chickens with teeth and tails lol. Pterosaurs could have different varieties and colors like horses, maybe some with large crests like Pteranodon and others being crestless. I think of the T. rex as a miniboss like the Wither, maybe they spawn in a rare, specific ruins-type structure or a "dinosaur graveyard" with lots of bones everywhere. A passive mob would also be a neat way to feed the other dinos - hadrosaurs come to mind, like cows but without the milk.
