im telling you, it would be awesome if u had to find like a rare nether temple, and it had a staircase to the above level and like an invisible portal at the top of the stairs so you actually are in a different place but it still feels like ur on top of the nether. this would solve both problems with this idea.

Well I'm just going to bump this thread since you went through all that trouble of editing for nothing. Besides, I like the idea as a whole.
I like it. IMO though, the mobs should be dangerous and agressive still, to fit in with the nether. It'd be a new place and all, but you wouldn't want to live there. Go below and your house burns if flamable, or a ghast blows it up. Go up and your chased by dinosaurs and other horrible beings, perhaps even crushing your house if they get close enough.
I sort of like it, though it could use some changes. Instead of having it be completely tropical and sunny like the overworld, I'd rather have it be a darkish mysterious forest, kind of like this:

It would have a purpley grass with exotic and dangerous plants scattered around. Also, giant glowey shrooms. I always knew there'd be mushrooms in hell...
The creatures there shouldn't be mundane like gorillas or ocelots. That would be pretty redundant, as you go to other dimensions to see new and amazing things. Instead of adding salamanders, add reptilian creatures that can turn invisible and stalk you or something.
Otherwise, this, in my opinion, is the most interesting suggestion for the Nether yet! I supports!
I like his idea, maybe just the original idea with a dark sky, and add those glowing birds from journey to the center of the earth.
Your idea sounds like dinosaur times. Be cool to have giant bees and meat eating plants. And every jungle needs a passive mob. There should be small lizards that drop flesh, that would be the main food of all those giant dinos.. other than other dinos

I like it! However, being the paleo nerd I am I'm going to criticize your mobs:
Velociraptor- Health: 10 hearts Size: Two blocks long, one block wide, and two blocks high Color: Brownish scales Attack Strength*: Two hearts Drops: ** Details: The velociraptor is a two block tall monster that attacks when you get near. It spawns in the jungles.
Now first of all, size. Your thinking of a Jurassic Park Velociraptor. Meet the real Velociraptor, which in MC size would be only 1 block high.
Color: Scales? Meet my little friend:

Drops: My ideas would be Feathers and Archosaur Flesh (can be cooked)
Pterodactyl- Health: 8 hearts Size: Two blocks long, two blocks wide, and one block tall Color: Brownish Attack Strength*: 1.5 hearts Drops: ** Details: The pterodactyl is a neutral mob that randomly attacks. Sometimes it attacks you, but sometimes it just flies away. It flies 20-30 blocks above the ground and swoops at you to attack. These mobs spawn everywhere at any light level
So anyways, now what type of Pterosaur shall be used? Here's my personal suggestion, Coloborhynchus:

Now then, if we use this guy the size should be around the same, but with a 8 block wingspan. Also, it should have a lot of colors, not just a dull brown.
Drops: Archosaur Meat
Tyrannosaurus- Health: 25 hearts Size: 12 blocks long, two blocks wide, six blocks tall Color: Browinsh Attack Strength*: Four hearts Drops: ** Details: The tyrannosaurus is a rarer monster that is very strong and powerful. If you get near it, you will most likely die, unless you hide in a hole, climb a tree, or are very well prepared. The tyrannosaurus attacks by ducking it's head down. It runs fast, and has one armor on all of its body except underside.
Size: It should be about 14 blocks long and only 4-5 blocks tall.
Color: Colors please! And some feathers:
Pretty bad*ss
Drops: Archosaur Meat, maybe a Tyrannosaur tooth that could be used to make a sword?

I like to think that below the overworld's bedrock is where the Nether is, and the above-bedrock in the nether is the bottom bedrock layer of the overworld
I like the structure and mob ideas, but I think preset superflats and having biome control through them is good enough as it is, in terms of new or altered world generation. Changing the Nether would alter too many things and ruin a major amount of maps when you consider that 1 block of movement in the Nether is 8 blocks in the Overworld in any direction, changing any of that after this much time would be like warping or bending space, we may as well fold the entire world into a paper airplane and throw it in the trash.

Problem: since biomes are 2 dimensional you'd still be in Hell. literaly.
Why is this a problem? When you mentioned serpents living in oceans, any water replaced by another block couldn't be placed again since you can't place water in the hell biome.
Water would be very difficult to move unless you use some sort of custom water. I do like the idea though
