This may be pretty hard to explain, and I myself admit that this idea may not get much praise. However, I have been thinking about this for months, and I want to get it off my chest. Well... here it is...
Rune stones... what do they do? Well, the general idea is that you can craft a rune stone using the recipe above. Once you have a rune stone crafted, you then have to enchant it.
An enchanted rune stone would give you a single perk, which would be randomly selected from enchanting it. Rune stones would be placed in a specific slot, and would grant its benefits as long as it is held in that part of the inventory.
The rune stone would allow players to use expirience as a means of gaining new abilities, while at the same time, not becoming over powered through a level up system. All rune stone enchantments are at level 30, and provide a wide array of abilities.
Here is a list of some of them, although you may feel free to suggest new abilities...
Apple seed - Hunger bar regenerates very slowly (does nothing when at full hunger)
Wither - Absorb 1 heart when killing an enemy (does nothing when at full health)
Milk man - Small chance not to be affected by negative effects, such as poison or weakness
Obsidian shield - Small chance to sustain no damage from explosions
Feline - Will sustain no falling damage from using ender pearls
Sounds like a portal able beacon like they are adding to the new update, but because the effect is so small I can see this working. But to craft it, I think different mats wound be needed because both lapiz and a gold nugget is quite easy to find. Maybe a diamond instead of a nugget.

agreed. i like the idea. there should be more basic things though, like you dont take so much damage from fire, or your total health bar is extended.
I love this idea, while I agree with some comments that the gold nugget should be replaced (by obsidian), I really like the overall idea, and the use of Lapis Lazuli.

Remember, you can only have 1 ability per stone.

Glowstone has nearly no uses including redstone, unless you are confusing it with the redstone dust.
