NOTE: Can use any colored wool
The umbrella, when used properly, will make you fall down much slower. If you are falling too fast, you cannot use it. Likewise, if you are running, you will be slowed down when using it.
The umbrella can be used ?? times.
Using it while standing on the ground will count as 0 uses.
Using it while falling slow enough will count as 1 use.
Using it while falling too fast will count as 2 uses, as well as not slowing down the fall.
While using an umbrella, you can move horizontally (foward, backward, left, and right) at sneaking speeds, but may also be subjected to air control (the factor of speed at which you move while in the air as opposed to on the ground).

That's one of the inspirations for this idea. Sure, we have the feather falling enchantment, but by the time you even aquire it (unless you rushed through the game) you don't really need it, as you've got ladders and stairs set up already. Having an umbrella early in the game would certainly make venturing into caves a whole lot safer in terms of stopping the fall. As of getting hit by skeleton arrows... that's a different story.
Its a very interesting idea. I personally don't see it being implemented but never-the-less you have my support! It would be a funny little addition to the game.

Yes, it allows people to look into boots as actual armor, and not just discard it if it doesn't have feather falling. Likewise, it gives wool a consumable use, that is, wool will be used up in the process, and the end result is not permenant (under the right conditions), like a bed or placing wool blocks.
It couldn't involve the rain, because the rain doesn't do anything to the player as is, making a rain umbrella useless.
I like this idea! Enchantment is already a pain (for instance, I live on an island on an SMP server where XP is hard to come by due to a lack of most hostile mobs) so this combined with some more enchantments for boots to balance out Feather Falling losing some of its meaning would be great. +1, my good sir.

No, there has never, ever been a sandbox game with a story or ending... except Grand Theft Auto... and Saints Row... and Red Dead Redemption... and Crack Down... and Assassins Creed...
I think the uses are a bit tied out. An umbrella is less of an object that has discrete 'uses' and more of an object that can be used continually.
Addenum: the Umbrella is an object that, when scrolled over, is held in the hand in closed form. When the right-hand mouse button is held, the umbrella is opened, subjecting it to wear. Normal walking or falling down one block doesn't wear it down, but when you fall more than two blocks, the durability starts to wear down.
One block fallen: one use. This would mean that it would need perhaps seventy-five to one hundred uses to make it efficient. Maybe more.
(Reasoning: yes, it's cheap as crap, but if you need to make three Umbrellas to have any hope of surviving one ravine mining experience, than what's the use of it?)
In addition, if one made the handle out of iron, would it not have more durability? This would balance it, yeah?
I suggested the umbrella more or less as a whimsical item that would benefit low level players, while at the same time, not disrupting the integrity of the feather falling enchantment. The umbrella is simply used to safely glide down places where you would normally sustain a great deal of falling damage. It has 33 uses as to not become over powered, and not to simply replace other means of descent into caverns, or off of mountains. In other words, it should be used more or less tactically, or for emergency situations, not all the time.
Very well then, but I still suggest to you that an alternate version be put in with an iron handle for greater durability.

Yeah, I know it isn't supposed to be realistic, but it should at least be practical to the basic laws of physics. Maybe it could have a greater durability. I'll add it to the poll.

Bro, this is minecraft. Physics aren't exactly perfect. And besides, there are lots of umbrellas out there that have thin stainless steel handles for durability.
Tell you what. The iron one might not work until you've reached a certain falling speed. You'd still take a couple hearts of damage, but it would have greater durability.
EDIT: In addition, when you're hit by something (arrows, explosions, etc) while falling gently down, your knockback should be doubled or tripled increased so that you fly backwards. Less so with the iron & leather version, but still enough to knock you into a lava pit. Also, your umbrella should be damaged a bit when it hits. Not much, but a couple uses.
