I've read through the list of current suggestions and didn't find this anywhere, so God help me if I'm double-posting...
Based on my experience both involved in and hosting multiplayer, roleplaying-type worlds (with complex rules and mechanics), it's next to impossible to police what players are and aren't allowed to do. For example, in my Tumbleweed world, nobody is allowed to use diamond armor or swords. In other games, players aren't allowed into the Nether, or aren't allowed to even break blocks.
My suggestion is this: I would like an admin panel that only the game-host can access which would provide various game mechanics allow/disallow toggles for things such as breaking blocks, types of items (wood, stone, iron, etc.), what players can "craft" vs "use", and Nether access. It would also be awesome if you could create player "groups" where certain categories of players had certain permission levels while others did not.
Here's an example. In a world I recently heard about, players must collectively work toward "upgrading" their technology. After collecting 10 stacks of wood, let's say, they can all craft and use stone items. Once I've received the 10 stacks of wood (and patted them all on the back), I would open the admin panel and enable "use" and "crafting" of stone for all players.
I think this panel would be a boon to all multiplayer hosts who are trying to run a tight ship.
