THIS TOPIC IS VERY MUCH INCOMPLETETE! I would appreciate feedback and support from the community to make this idea whole and a possible addition to Minecraft.
About a year ago villagers were added into the game as a simple aesthetic with no real meaning except to harbor a player who hasnt yet built a house. In 1.3 villager trading was added which gave a real value to villagers. As of yet there is no announced plans to improve upon villages.
Right now villages server very few purposes and have no support other than iron golems. I think it would be a very cool idea if villages could be self sustaining and self growing.
For example a standard Minecraft village spawns with a few houses and a possibility for a blacksmith house. It would be a interesting feature especially for survival if Villages could grow independently. Lets say they start out with 5 houses and 10 villagers. Eventually they could build more houses, breed more and eventually build walls and improve the quality of their houses.
I disagree about the coding thing, only because in the guides to critic responses, it specifically talks about "how do you know what is too hard to code for Notch," etc. However, it seems rather invasive for the designers to code villages to grow on their own, in their own style, encroaching on every player's individual tastes for building styles. A friend on the server I play on has a whole town, with concentric stone walls, and houses that he's been putting together. He took down most of the houses that originally spawned in the village, and will eventually replace them all. Just my outlook on this, though. Some people might love the idea.
First of all I think villagers should not have the bound arms, as that ruins many possible concepts.

It would be nice,but it would be too hard to code and there would be a lot of bugs and glitches.The villages already have many generation glitches,and I think those need to be fixed first.

I personally Build Huge cities and populate them with Villagers, I would HATE HATE HATE For them to start tearing my things down so they can build crappy huts.

Villagers are PASSIVE, PEACEFUL Beings. Having the arms bound is a sign of that and is fine how it is.

2: a max build limit should be in order so villages don't cover minecraft and AI should not have them destroy eery thing
3: look at the witch it has fixed arms but arguably the most deadly overworld mob there is. unbound arms can come but maby they unbind when active like in combat or mining and bind when passive?
