We all know that feeling. You're just minding you're own business mining in your shaft mine, when you strike something blue. That sudden rush of happiness comes on as you're sure that you've struck diamond. Then, you turn and realize that it's just lapis. You sigh and mine it so that you won't nag yourself about it later.
This idea would add a whole new level of technical Minecraft. It would make piston contraptions much more compact and versatile. Lapis Lazuli wires and items.

REDSTONE WIRE IS NOT COMPATIBLE WITH LAPIS LAZULI WIRE
Lapis Dust
This would be the heart and sole of the wires and items. The lapis dust would be crafted by putting a piece of lapis lazuli into a crafting table and receiving two Lapis Dust in return.
Lapis Wire
This would act like normal redstone, except that it would be able to travel 20 blocks instead of fifteen and would be able to travel vertically. The vertical travel distance is 10 blocks. It's hit box is 1/2 of a block
Lapis Repeater
Self-explanatory. Would be able to keep signals going, but would have 8 settings instead of four.
Lapis Timer
This item would be used to create clocks only in a much smaller and more compact way. There would be two time sections, both like lapis repeaters with 8 settings that would be able to be moved individually. The block would have 2 outputs and could have a non-symmetrical clock such as 1 tick - 2 tick etc.
Lapis Pistons
These would have a GUI that is able to tell the piston to be sticky or how far the piston will go. These pistons can travel 1/2, 1 block, 1 1/2 blocks, or two blocks. For the piston to have the sticky option, it would have to have a slime ball in a special slot in the GUI.
Lapis Pulse Shorteners and Extenders
These would have 8 settings much like a lapis repeater, but would shorten or lengthen the pulse to whatever it is set on.
Lapis Gates
All Lapis Gates would behave like the gates that they are named after.

What you're offering is basically an replacement for redstone. If this was added, redstone would loose it's use as the new lapis system would be more practical.

Yes. As you try to throw out the uselessness of Lapis except for building, you are giving a much better alternative to Redstone, which would then make the use and gathering of Redstone obsolete.
Think, mining one lapis block gives you maybe 4-5 drops.. multiply that by 2 and you would get 10 Lapis dust for every block. With Redstone it is only around 3 per block.
Unbalances the game, and throws out Redstone, plus it is overpowered.
