Right now, Wither Skeletons only spawn in Nether Fortresses. People have been asking for more features to be added to the Nether, and as of now all the features in the Nether are in Nether Fortresses except for glowstone, Zombie Pigmen, and Ghasts. Nether Fortresses have Nether Bricks, Blazes (necessary for potions), Nether Warts, and right now Wither Skeletons as well. You can also find netherrack for permanent lights or fire places or traps, there is soulsand for slowing traps. There are magma cubes. There is lots of lava just begging to be picked up in a bucket. There is gravel.
But the most important use of the Nether is fast travel. If I am correct, one block in the nether is eight blocks in the real world. I keep all my mine cart stations in the Nether and I can get pretty far in one eigth the time it would normally take.
Why should half of all the features of the Nether be all in Nether Strongholds? I don't know about you, but whenever I go to the Nether it is almost always to find a Nether Stronghold. Did you look under everything? I normally find one within minutes of visiting the nether. Just keep exploring. Or use a seed and use coordinates left in the seed description.
In addition to that, Wither Skeletons right now only drop a Wither Skeleton Skull 2.5% of the time. That's a 1 in 40 chance of you getting a Wither Skeleton Skull. For those of you who haven't done the math, that means you need to kill an average of 120 Wither Skeletons to summon the Wither. I spent a half-hour in a Nether Stronghold and found 3 Wither Skeletons. Do the math - I don't know about you, but I don't have enough time to hunt down 120 or more Wither Skeletons just to summon a boss. A boss is a boss. And actually I'd be willing to bet you have plenty of time to hunt down thos skeletons. If you're too lazy to fight them then craft an iron golem or two and occassionally hit the golems with a splash potion of healing (which will even damage wither skeletons in the radius).

Though a tiny part of the idea, this suggestion is not about getting more content into the nether, just revamping content to make it better. While I do think the nether could use a few more additions, I agree with you in that it does have a lot of features. However, the point I was trying to make is that the features are incredibly skewed towards being inside Nether Fortresses. If you want the full list, here it is:

This idea would decrease the amount of time needed to find all those skulls, finally get a hostile mob in the nether, help balance the skewed ratio of content in the nether, and make the nether more challenging, all in one tiny switch to the game. In short, the change fixes all of the problems above.

About time. I rarely find Wither Skellies. Ever. They need them shuffling around outside, ready to absolutely screw you over. (They should also work in conjunction with Zombie Pigmen.)

Great idea! Although this would make it just a slight bit easier to collect coal for your Diamond factory (IndustrialCraft2). But that doesn't matter, it's still risky going into the nether and making a wither skeleton farm just for that, not to mention the resources needed to make the expensive reinforced stone walls...
Although this would make the Nether more exciting, it would make nether fortresses less exciting. I like the rarity and the challenge of it all, and if anything they shouldn't move them out of the fortresses. The Nether should just get expanded. They can add ores, biomes and whatnot. I can see your logic though. Either way the Nether needs work.

Looting three, according to the wiki, brings it up to a whopping (yes, sarcasm) 1 in 25 chance of getting a Wither Skeleton head. Congratulations, you now only need to kill 75 Wither skeletons, which will take you about 12.5 hours. Not exactly a quick venture - you've only taken 7.5 hours off of the time.
So even after taking the time and levels to get a looting III sword, you still have to spend half a day, irl, to finally get all the heads. That to me is still ridiculous.
And even if it did bring it down to a reasonable amount of time, that still doesn't fixed the problem of skewed Nether content and difficulty.

While I feel it attracts attention and gives some flair to the post, I feel that sometimes in suggestions it is superfluous and overly flamboyant.

No support. I want special sites (such as Nether Fortresses) to be as diverse as possible.
But aren't they already diverse enough? They have almost as many unique features as all of the rest of the Nether combined. While it is good to have diverse structures, there is a point where it becomes too much to shove half the features of an entire dimension into a comparitively miniscule building.
In addition, this gets finally gets a hostile ground mob into the nether, which is what people have been asking for for a long time.
I really don't see what's not to like.

I agree with you, whenever im in the nether it always seems like there is nothing to do but try not to fall in lava, don't make any pigmen angry, and look for a fortress. and when i do find a fortress im so disappointed by then number of wither skeletons.
I have a question for you though, would it be based on whenever the game loads a chunk of the nether that the skeleton has a chance of spawning in that chunk? if so would there be a limit to how many skeletons can load in a chunk?
or would it be a set amount of skeletons load per x-number of chunks.
