Here are some changes that I think would make mob spawners and dungeons more interesting.
1. Add the ability to pick up mob spawners with a silk touch pickaxe.
2. Add a slight chance of finding spawn eggs in dungeon chests (corresponding to the type of monster in the dungeon), so that they can be obtained in survival.
3. After placing a mob spawner that has been picked up, have the ability to right-click with a corresponding spawn egg to toggle between the different types of monsters it can produce (spiders, cave spiders, skeletons, zombies, or silverfish in the overworld, and just blazes when placed in the nether).
4. Add rare creeper dungeons with obsidian walls and floor, and an indestructible spawner block (maybe only found in strongholds).

Players can already make easy grinders when finding a spawner, so taking one with you and placing it near your home to do the same thing is a bit overpowered. This would also give people a chance to place zombie/skeleton spawners in someone else's house in multiplayer.

Also suggested a hundred times before. Can be used to grief in the same way as the previous suggestion. What would be a big use of the spawn eggs in survival? Grinding? Trapping?

You're making this even more overpowered now, because not only can you willingly move around spawners and create mob grinders right near your house, you can now change the mob that spawns inside it? As for making a Blaze spawner in the Nether, that's also a real bad idea, because that would almost eliminate the effort needed to find a Nether Fortress.
4. Add rare creeper dungeons with obsidian walls and floor, and an indestructible spawner block (maybe only found in strongholds).
Creeper spawners will never happen. All it takes is one Creeper explosion to destroy the spawner itself. It can be pretty hectic when you don't find the spawner right away and gotta wade through a bunch of Zombies or Skeletons - this would be a nightmare with Creepers. Hell, it can already be a nightmare with the Skeletons. Sorry, no support.

I don't see how it's any more overpowered than being able to farm all the passive mobs. If you can make pig and mooshroom grinders right near your house, then why not zombies?
If people really want to grief, there are far more effective methods, such as TNT. I hardly see a zombie spawner as an enormous threat.
You would still need to find nether fortresses for nether wart and nether bricks.

So we waste an ID just to give creepers their own dungeons? They're also not as difficult as you might think. Large groups of creepers locked in a small space tend to kill each other if they explode. If you can survive the first explosion, or have some means to kill the creepers without getting close (such as a bow of lava), you're golden.

Yeah... Comparing the grinding of passive mobs and hostile ones is a bit awkward. Though technically passive mobs are infinite, they don't spawn as redundantly as hostile ones from a single spawner block. I mean, we have the ability to breed the passive ones up to an indefinite amount of time, which isn't really overpowered, because they only give food, wool and leather. Hostile mobs on the other hand can give much more experience and materials not found in passive mobs.

Saying that doesn't strengthen your suggestion. You can still put a Blaze spawner right by your portal for super easy Blaze Rods/Blaze Powder/experience. The only time this wouldn't matter is if you got lucky with a seed where your portal ended up inside a fortress, or if you managed to make another one inside one - but even then, being able to place the spawner is still too player spoiling.

Creepers are already capable of sheer destruction and don't burn in the sunlight. They also get a pretty good damage buff on harder difficulties. So maybe giving them their own spawner might be a bit much.
