This is too OP.
To make it fair you'd have to nerf it to uselessness.
etc etc etc.
But I got to thinking, what if something different made this a balanced idea? I didn't know until the new bats being released in 1.4 struck an idea. You can make a potion that turns you into a bat!
Let's analyze this. Normally flying potions are disregarded to OP-ness due to unfair pvp, escaping and stuff like that. However, becoming a bat doesn't let you attack people/place blocks so all you can do is get the flying (probably slower than creative) benefit from the potion. You can still be attacked, and can't be hit back. This I think makes it a non-OP potion.
Other details: You are sent to 3rd person when in bat mode (Like vampire lords in Skyrim!). This wouldn't be very annoying since you are flying in open space most likely. Also, when your potion runs out you don't simply convert and fall you transform into human form and glide down until you hit solid ground (Maybe with a cool effect beneath you while active). Bat wings would be the component to crafting this (I'm a potion noob so it would go with some other base potion)
This is likely a controversial topic; criticism welcome.
What would be more balanced is putting another potion effect on that potion; Because bats are blind, you would get the "Blindness" effect for however long the flying potion is in effect. This also helps rebalance, and makes it harder for pvp.
I don't think any sort of sight change should happen in this potion, tbh. It just feels weird and I don't feel it would 'balance' pvp because you already can't pvp in bat form :l

Night vision when in the form of a bat would also be good.
A) carrots would lose purpose
B') Bats have terrible vision
Jihad creeper potion ftw! I may make i into a thread some other time, no worries.

I'd prefer it if you were changed into something different from a bat, but something that would still make sense to be brewed with bat wings.
I don't particularly like the idea of a flying potion, but Jon's idea with the mob disguise potion is pretty cool.

My previous/current work: Plantology
While mob disguise potions that give you the effect of mobs are cool, bats having night-vision?
Bats are 100% blind.
They can only see in the dark because they shoot out sound waves that bounce back to their ears. They can interpret the outline of the environment.
Seeing like a bat would basically either be one of the following:
1. Nothing. Just a radar that refreshes every second or so
2. Only two colours, just the outline of things.
3. Absolutely nothing.
Your idea was good at first though.
Oh wait! There is!
Last I checked, bats being blind was a myth. The sonar thing was just a supplement to normal eyesight rather than a replacement.
