Simple suggestion:
Arrows shot from dispensers should do a base of 3 hearts of damage (With a rare chance of doing 3.5). (Instead of the wimpy 1.5 hearts)
Why?
Jungle Temples could be a bit more challenging and dispenser based defenses could actually work. Currently Arrows in dispensers are wasted as their damage potential isn't met, Someone - that doesn't have access to a skeleton mob trap - could feel better about placing hard earned arrows into a well placed dispenser. Dispensers can't be used effectively in combat situations (unless you are some sort of minecraft deity) so there is little worry of it out-performing a bow.
Why "3 (With a rare chance of doing 3.5)"?
It would take 4 arrows from dispenser to kill an unarmored player. This would make jungle temples (and any future temples) a bit more dangerous to unarmored players. And rapid fired arrow traps/defenses would be dangerous for iron armored players. Also this would make arrow traps more effective against mobs. If it were 2 damage per shot, it might take up to 6 shoots to kill an unarmored player if their health is regenerating from a full hunger bar. If you have the resources hold a player in place, then you probably have the resources to make a better trap. If a player is able to run freely around, 6 shots, even using the most rapid firing method will probably not kill fast enough and the intruder (or whatever) will escape.

Agree. Current damages are a joke. And also, dispensers should be placeable to shoot up, or down. Arrow from the ceilling ! wouhou ! Jumping from platform to platform while avoidind arrows comming from the ground ! yay !
I use dispenser, but not for brute damages, but pushing mobs in pits. And snowballs can do that...

Na, I think they are separate issues actually. I would support vertical shots regardless of an arrow damage upgrade
