The lamps would have the same dimensions as a pressure plate but would be placed on the bottom of a block. They would be crafted the same way as a pressure plate (2 blocks across on a crafting table) but with redstone lamps. they would serve as an alternitive to torches. They would give off as much light as a redstone lamp turned on, and would remain on all the time unless directed to be turned off to prevent redstone wiring placed on your 2nd floor of your building.
And why not use redstone lamps, torches, or glowstone? Don't use the "I want to have a second floor" excuse, because there's plenty of ways to get around that, especially with the recent upside down slabs. Personally, I just build a chandelier using 6 fences and four torches. There are many ways to get around lighting issues, the problem is that people just don't want to try harder.
This suggestion reminds me of the 'integrated lamps' mod I've used for some time already.
I found this mod very usefull and would like it to have this in vanilla minecraft, so you have my support. Only issue is that this addition will take a LOT of sprite indices away.

I like the idea, but I'd prefer to see some form of power conductor which can be easily hidden rather than have lights which default to on unless turned off.
Or the alternative, make a new conductor (besides redstone) which is more decorative than redstone dust and therefore less of an eyesore when used on brick surfaces.
And the ability to put this alternate conductor on the sides or bottom of blocks as well as the top would be useful.
Yes I see why it being on all the time is weird so maybe not. But you could still do it with glowstone. Neospector said that you should just use a celing fixture, but in a place where the celing is only 3 high (or 2, but hopefully not because thats hideous) its not practical.

It's a possible addition but requires some more fleshing out.
