Think. If there were quivers, there would be a practical way to store different kinds of arrows. The type of arrows in the quiver would be the ones shot. For example if you had explosive and poison arrows, the arrows in the quiver would be the ones used.
Types of arrows for the Quiver:
Poison arrows- made with poison potato/spider eye
explosive arrows- made with TNT/gunpowder
piercing arrows- made with bones
Slowing arrows- made with string/snowballs
Golden arrows- made with gold ingots
The bow’s enchantments will stack with the arrow’s effects and you will be able to enchant the quiver with enchantments such as: Extra capacity, increased arrow effect, and faster loading.

How do you craft a quiver? How do you wear it? How many stacks of arrows can it hold? What level of poison do poison arrows give? What is the blast level of explosive arrows? How many mobs can a piercing arrow pierce? What level of slowness do slowing arrows do? What do golden arrows do? What are the other enchantments a quiver can have, if there are any? What level can you get each enchantment at? How many levels of each enchantment are there? How rare is each enchantment?

You would craft a quiver with leather in the shape of upside-down leggings. (I can’t get the recipe to load on the page.)
It would be able to hold a base of 32 arrows and with each level of capacity enchantment it would hold 16 more maxed at one and a half stacks. The Poison arrows would poison at 1/2 a heart per second for 10 seconds. The explosive arrows would have a blast range slightly lower than TNT. Slowing arrows would lower speed by 15%, the equivalent of walking on soul sand. Piecing arrows would go through one mob and do 50% damage to the second. Golden arrows would make beams of light come out of the mob like the enderdragon and do twice as much damage. I have not yet thought of additional enchantments or the latter, but I am only one person and mojang is an entire team of people.

The poison arrow would, if anything, be underpowered because a normal potion of poison is 1/2 heart for 20 seconds instead of the 10 I suggested. Gold arrows would not be overpowered because they would be so expensive to create. The golden arrows might not have to do twice as much damage but, I thought to add them mostly cuz they would look cool. Pretty much anything that pierces armor is OP. This requires spider eyes which are only useful in the endgame.
Gold arrows would not be overpowered because they would be so expensive to create. The golden arrows might not have to do twice as much damage but, I thought to add them mostly cuz they would look cool.

The use of a quiver is it would let you use the arrows because without it you could only use normal arrows.
Why would I need a quiver to shoot an arrow of gold when I don't need one to shoot one made with flint? Doesn't make sense.

This seems to be much more focused on the arrows than quivers... The title is misleading.
Personally, I am content with arrows as they are and I'd be rather irritated to see potion effects used on arrows. and explosive arrows would be overpowered and be used by griefers.
I would want quivers to act like a mini-chest that could hold up to 3 stacks of arrows, and make arrows only stackable to 16 without a quiver and maybe there would be a slot to wear it next to the chestplate slot.
It really bothers me that we still have a texture for the quiver if we really aren't going to be getting it. I suspect that jeb might eventually decide to add it in the future.
