Hello, I think minecraft should disable Wither Summoning until you beat the enderdragon, because theres not much of a point of beating the enderdragon right now (besides escaping the end) And this will make it so by the time you get to the wither you would be strong enough (And not a noob that complains saying its too hard :3)
I somewhat agree, except I think summoning would take something a bit more...elaborate? the face that someone can on a smp server spawn one (or more) that easily, and anywhere... Is just plain terrifying.

Most likely, the health and damage. However I've previously stated how the Wither takes time and effort to collect the resources; you require 3 Wither Skeleton Heads, which are rare drops already (2.5% chance), but the Wither Skeletons also only spawn in Nether Fortresses. A regular skeleton will also spawn in place of a Wither skeleton 20% of the time.
The Wither can also move very quickly and attacks all players on sight, meaning it would more than likely just attack any griefer trying to spawn it, and the explosions created by the projectiles can't break blocks with a resistance above 20.
A better solution is to lower the chances of the heads dropping on lower difficulties or make the Wither spawnable only on hard, which is one of the few things I believe you can have with the "hard-mode only" excuse that many suggestions have.

Then perhaps we should try making the enderdragon a better boss, instead of forcing people to fight it to fight the next one? Minecraft is a game where the whole point is that there's no path to take but your own. It seems wrong to make people take a path they don't want to.
And keep in mind the wither is already very hard to summon. It would cause players a lot of stress if they had to do even more.

No, that would be boring, let people decide for themselves what bosses they want to fight when they want to. I could sympathize with your opinion on difficulty between the two bosses. BUT, it takes far more grinding and hard work to reach the wither than the dragon, so in the end, reaching the wither means spending a hellish long time in the most dangerous dimension grinding rare-loot from one of the harder mobs. And for experienced players who would want to face the boss quickly, they would have to grind pearls to reach the ender dragon, THEN grind in the neather to reach the wither, which would be very tedious.

People complaining about something is, by itself, the worst possible reason to make any changes. There is always going to be someone complaining about something. I read a comment against drawing on maps because it could be used to grief. Sure, no one should get to because your afraid of griefing. How many people would ACTUALLY spawn a Wither, or even know it existed, without the wiki?
Basically your argument comes down to this: since anyone can with a quick bit of googling and a trip to creative mode, it should be changed. For this, I have to disagree. Why change something that clearly isn't an issue unless you feverishly consult the wiki for an answer to everything? I just saw my first trip wire yesterday, I plan on using the hook to try and figure out how to build it ... without consulting the wiki. *gasp*
This is a manufactured issue, it isn't a real problem. Just like people complaining about the end. Try getting there au natural, then tell me how easy it is.
The ender dragon sucks and his battle expectations are unrealistic. Plus, if this were implemented, it would be just another thing you can't do if your world has no nether fortress.

Are youbored of minecraft? It's not the new features. I'll give you a hint:It's the terrain generation. Go play a map generated in 1.7.3 or earlier, then tell me you don't agree.
I don't want to be forced to have to find strongholds in order to beat something to get to the Wither. Not only does your suggestion strip away the choice from players to fight the Wither first, but you're taking away their right to get the Nether Star quicker. So yeah, no support. Let's have the players keep these choices.
Why should the boss at The End be fought before a boss that can be fought elsewhere? And besides, the two bosses have absolutely no connection with each other, so it wouldn't make sense anyway.
No offense, but I think your idea kind of sucks. With the /summon WitherBoss command I can summon withers rather than building the t shape and putting on the three heads, which I like.

If want to, then destroy the enderdragon first. But minecraft is about doing what you want. You don't have to complete "quests" (like defeating the enderdragon) to be able to fight a boss, which is actually easier. Just do what you want, and let people do what they want. Pretty much the only reason you want this is for yourself. Also, there is a reason to defeat the enderdragon. To say that you did, and to have the dragon egg. Even if it isn't useful, it is still a reason.
While I'm glad you are able to decide what to fight first, defeating the Wither after the Dragon already has some benefits. Mostly the bragging rights to the "The Beginning?" achievement, arguably the hardest to obtain.
