To craft an ore you need to smelt cobblestone to stone and place in the crafting table(coal, iron, lapiz, redstone, gold, emeralds and diamonds)
Used as decoration and traps
It's too OP. When you think about it, if someone have a pickaxe with the Fortune enchantment, he would mine diamonds and get additional ones because of the enchantment. Then, he will craft back Diamond ore blocks to get even more diamonds and more and more... Same goes with Redstone, Lapis-lazuli and Coal. What I suggest is that player-made Ore Blocks wouldn't react to the Fortune enchantment.
No. Fortune
Just make a diamond ore and enjoy your infinite diamonds,
If you really want a diamond ore block, then just get the silk touch enchantment.

EDIT:
Thanks cerealkiller for posting about 5 seconds in front of me and reminding me its Fortune not Looting.
Do the following:
1. Trap every spawner you can find.
2. Trap multiple cave spider spawners so that they all flow into one collection area.
3. Build Etho's snowflake.
4. Build Etho's Blaze Farm
5. Build an Ender Ender.
6. Build a Silverfish fisher.
7. Go caving.
8. Go into deserts at night.

Tough. They placed that enchantment in the game specifically for people who want these things as decoration blocks. I see no reason to change that.
If you don't want to play the survival game, use creative or cheat codes.
Step 1: Enchant Pick.
Step 2: If not Silk Touch, refer to Step 1.
WHAT?!
Danger zone.
It takes less than 3 minutes to get level 30 using an Ender Ender.

XP valuable? Hard to get? Nope.
There would be many ways to exploit this.
