Ocean content is #1 on my list of things Minecraft still needs. I definitely want to see underwater plant and animal life. I'm not really big on the idea of any more pre-generated structures spawning in the natural world, though. I think there are already too many.
I think that there should be dolphins, just an idea. Oooh, and narwhals, I saw that in the topic! And we should be able to have saddles dolphins. And turtles can have saddles too!

Here are my ideas, I will rate them, and I want you to do so, too.
Ratings for how good I think my ideas are:
= AMAZING!!!!

My ideas:
Octopus:
A neutral mob that gets angry when you hit it. When sideways, it is 3 blocks tall and four blocks long. It can fit through one-block passages. It has 25 Health or 12 1/2 hearts. It attacks fast and when low on health, it flees. It has a 1/3 chance it will blind you for 5 seconds when it attacks you. It drops 3 or 4 ink sacks and 1 level of XP. It is orangish-brownish, like the colour of in-game. Rating:
Wave:
A common moving sub biome that is 1-10 blocks tall. if it is 4 or higher, it will hurt half a heart. It pushes you along with it. Rating:
Air Pockets:
Little 3x3 or 2x2 spaces with air blocks. Rating:
Atlantis: A sub biome that has a 1/2 chance of generating once in a map. It is at the deepest point of The Ocean, and has air. It is filled with houses and testificates, and will trade a lot of loot. There is a big temple in the middle with a large chest filled with diamonds and gold. Rating:
I think they should add the ability to breed squid (and make them persistent so you CAN farm them in the first place),better squid AI and more uses for ink, like a blindness potion. I also think they should make oysters. Oysters would be like little blocks that move around the seabed, and you can open them like a chest to get their pearl, but they'll only stay open for about 2 seconds. If you don't get their pearl in time, the oyster will disappear and you take damage. Pearls would be above iron but below diamond, and you could make pearl armour and pearl tools. You would possibly be able to eat a pearl to be able to breathe underwater for a limited period of time (like the Respiration enchantment). I agree with the other comments saying they should make sponge available in survival, but I think they should also add other coral reef related things, like generic coral, sea anemones and coral reef mobs, such as little fish (with lots of colourful variations), turtles (see below for info on their use!) rays that sting you if you hit them and eels that hide in the rocks and try to kill you. You would also be able to pick up the anemones and the generic coral and decorate your home with them. Last but not least I think they should add random desert islands that have different fruit trees on them, like banana, coconut and mango. If you come to a desert island at night, occasionally you will see some turtles swimming onto the beach. They will "lay" eggs. You could pick these eggs up, throw them like a chicken egg, and a baby turtle will spawn! If you feed it 5 raw fish it will grow up and become tamed. The turtle will act just like a wolf, but for the water. If it remains out of water for more than 10 minutes, it will die. You would be able to mate them with raw fish, but it must be at night on a desert island.
That's all my ideas on how to improve Ocean biomes! I know it's a lot but I kind of got into the zone... Hope you like them

Rating: / The only improvments i can think of are riding the turtles, and after eating bananas, you get a placable peel entity, and acts like ice, and makes things slippery, and the effect lasts even after you are off the peel, and until you hit a wall at full speed (you will take damage), or 10 seconds have passed.
Example usage top down: = wall = peel = dispenser = pressure plate = redstone
I agree wholeheartedly with coral, kronosaurus, and seagulls. I also want visible fish, but that seems less necessary. I also really like the idea of shipwrecks. What if, like tamed cats, coral became one of four random varieties after it reaches a certain age? This would grant the variety that players/programmers want and, in my, relatively unknowledgeable opinion, be much easier to implement.

Kind of like 1.5 is going to be a Redstone update, 1.6 should be an Ocean update using ideas directly from this.
You put lots of hard work into this and it turned out very well; I support this x100!
I think instead of a walrus it should be a manatee that eats seaweed and is very curious. The manatee would swim up to your but and bump it a little. The manatee would move in packs underwater and graze on the bottom of the ocean. Also squid would spray ink into your face if you attack them and move very quickly away from you.
They should add sharks or different types if fish you can see swiming or giant squids and stuff cool things that u deer when u go out boating in minecraft

I think underwater cave systems that are almost completely flooded and have randomish air pocket areas for interesting exploration should be added, I also think there should be random holes that go near bedrock then form a huge round like cave room near its end, we should have angler fish and ruins in here (for lighting you can use glow stone or maybe a lamp in a glass for underwater exploration
