But my response to the title is this:
Every common mob has the same death animation, so death animations for JUST the wither skeletons are out of priority.
I cannot believe you didn't even read the bloody OP. What the hell is up? It's one paragraph. It's unrelated to wither skeletons too.

The wither just falls over sideways and goes poof, like literally every other mobs except the ender dragon. A silverfish has the same animation. A chicken. Zombie. Blaze. Whatever. It's dumb to see the most difficult boss in the game die by going FLOP and disappearing.
The enderdragon sheds beams of light, slowly disappearing bit by bit, and then it explodes into XP and a portal appears underneath. It's extremely satisfying to watch, it's not even comparable to the wither.

normaly, when you kill the enderboss, he/she/it is flying above you, rarely it's the same level as you. 40% of the times when you kill the netherboss, he/she/it is at the same level as you, so, you can walk in his/her direction, you will enter inside he/she/it, and you'll see his inside, to fix this, maybe, before killing the Wither, he/she/it goes slowy up, and before the 10/15 seconds of animation, he/she/it will be in 4/5 blocks from where he/she/it started the death animation (sorry, i'm brazilian, bad enlgish =P)
Well, back when this was posted, it was a good idea. But now it's just a bit too much for an easy mob... if you know how to kill the guy. Is it an it? She? Whatever.
Do you have a strip mine? Yes? Your battlefield is done. Build it in your strip mine, get a good distance away when it explodes, then just charge in with a sword. It can't shoot you too easily. Just bring regeneration and/or instant health potions.
I like the idea, but it's just a bit much for a kill that takes 5 minutes maximum with that strategy. It's just, most people will build him on the surface, and it's more rewarding.
So in the end, I support this. It's nice. I mean, why does the Wither, the strongest mob with 150 hearts and it's own debuff, just flop over? It shouldn't. Making it wither away is the least Mojang could do with it's death. It's the least, but it'd be beautiful.
Seriously? Took me like 3-5 minutes to kill. Diamond armor, sharpness 4 diamond sword, power 4 bow, some regen potions, and an enchanted golden apple. Above ground. That being said, it would be pretty cool for the wither to have a death animation. I like the smoke particles, but it needs to be shorter, maybe 30 seconds?
I believe the animation should be this:
The wither's shield disappears. Then, the wither turns to his blue state. It switches back to black, then blue again, black, blue ,black blue getting faster and faster until it disappears in a burst of soul sand breaking particles (both blocks used to summon it have those particles)
Finally, the nether star rises into the air gracefully like an eye of ender, pauses... then drops as an item. The whole animation takes 15-10 seconds.
But your idea is good too. I would love to see it have a better death animation.
i think that would be a great death animation because its a little anti-climatic that one of the hardest mobs in the game just flops over, and the death animation that the original poster said would lag because of all the particles it would cause.
I think the best animation for a Wither's death (you guys' responses were awesome, by the way) would be if it rose into the air, its heads coming off of the spine, floating above it, and the Nether Star starts to appear in its chest. The heads turn blue, the Wither's base dissipates, and the heads shake and blast everywhere more Wither Skulls in a ten block, circular radius, and while the base dissolves, the Nether Star floats down in front of you and puts itself in your inventory. THAT, my friends, is (in my opinion) the best animation for it. I also think you should get your skulls back when you kill it so you don't have to kill 120 Wither Skeletons to do it again.
