What age group is it popular with? The Class of 1849? I don't think they play a whole lot of Minecraft.
It would be kind of boring, but so is fishing. Probably a lot of us would try it a few times and then go back to what we were doing - but doesn't Minecraft have a ton of features like that already? Does anybody stand around playing a jukebox all day? Or riding a pig?

Agreed minecraft has alot of things not so many people are to keen on, note: ironically i fish all day often, whilst listening to the juke box and somtimes while riding a pig.
I liked the idea with the Gold nugget drops, but maybe only while fishing, and a really low chance to drop?
(Like that a zombie drops an iron ingot)
Fishing could use some variety to it. makes no sense to fish up golden nuggets - but neither do golems make sense or giant mutant spiders. but using shiny objects as bait does attract fish.....good idea.
Although your idea is original and would be a nice feature to Rivers, I don't see it being an effective way of getting gold. People would probably spam the technique, and also the whole concept of panning for gold isn't as popular with the younger community.
but as there is many ways to get golden nuggets all involving danger (mining lava and mobs creeping up and nether pig zombies pain in the ****) this is a more easier way to get golden nuggets also real estate near rivers on multiplayer servers would go up.

you go out wood cutting , you find a apple and want to make a golden apple, but dont want to go mining = pan for gold nuggets
I've enjoyed the idea of gold panning for a while now, but the way I imagine it seems to be slightly different from the idea most people get.
The way I would make it work is functionally similar (craft pan, use pan on river, reap rewards) but I envision it as more of a way to create renewable ressources while sometimes getting a shiny bonus.
Each time you use the pan in a river you have a chance to produce one of several items.
In rough (very rough) order of most likely to least likely to obtain:
Sand or Gravel
Flint
Dirt Pebbles?
Clay
Gold Nugget
Iron Nugget or Redstone Dust
Lapis Lazuli
Emerald Shard or Diamond Shard
Where two items separated by 'or' (as in "Sand or Gravel") means they would be roughly equivalent in likelihood.
Iron Nugget would be the iron equivalent of the Gold Nugget item. The same goes for Emerald and Diamond Shards for their respective gems.
The Shard items would be very to extremely rare.
I thought including Lapis might be a bit questionable, but I'd already included most of the other ores so I figured why not.

And any future ores that may be added could also have their "basest" form (such as nugget or shard) added to the list.
