As of the title above you can guess what I am going to explain, so lets get started. Did you know the main developers of Minecraft (including Notch and Jeb) have had the agenda to if anything make the game in survival rather more difficult. Showing at https://www.minecraft.net/game in the About the game section. Following the quote, "For survival mode, I'd rather make the game too difficult than too easy...," in the Development and philosophy area. Well and did you know, while changing the subject, Your current standard vanilla Minecraft character walking speed is a good average 4.27 m/s (meters-blocks per second) and/or a decent average 15.372 km/h (1000 blocks / hour).
Now we can get to the conclusion. Knowing this, why not add a feature to make survival a bit harder, but doesn't affect your player too much, just pay attention to when you do it when in a critical combat moment and what-not's (PvP & PvE) A feature when one consumes a edible item that heals more food bars units than the empty food bar units left, or simplified: Eat more than your food bar needs to be filled to the top. And it weighs you down slightly, now as slightly as 10% less speed when walking. So our statistics now show 3.843 m/s (meters-blocks per second) and more noticeably a change 13.8348 km/h (1000 blocks / hour) With those numbers compared to the previous above, that difference wont be too notable unless you have somewhere to be and might die, you could see a difference D:. Making all of this a win-win situation! Developers get some of a win; making survival more interesting. People getting a win; having fun in that dangerous world out there. Again not to big of a feature, but couldn't possibly be too hard to consider adding. All that little stuff , glitch's, cheats, features, advantages, disadvantages, and cutting corners. Make minecraft an emergent game play. And I say myself I think this is quite dandy of a feature.

Now in this senario we see you can heal 4 little food units with the food item (steak) in my hotbar, but we needed 2 and 1/2 left to make a full hunger bar. That means we eat steak and put our hunger 1 and 1/2 over the limit if we would chomp on some steak (4 food units steak adds)! Thus activating and decreasing your speed by 10% then! A bubble effect may come into play as far as a brown-orange color. I personally think bubbles can get annoying! This would probably get annoying because most players prefer to carry filling foods to ensure their hunger bar fills up quickly when it gets low, so this would be little more than an annoyance since it would pretty much occur every time you ate.
When you take into account that the minecraft day is 20 minutes long, Steve actually moves very slowly already.
