the point is a random number (depending on how long or how you got on fire)of water bottles is drunken
and if you reach that number,you will stop burning,if you dont drink that number it will just slow the damage down
also shortening the time of you burning.
i hope notch or the owner of the game adds this as a patch

Perhaps each bottle should just simply decrease your burn time. Halving the burn time (2 water bottles cures completely) seems fair given the unstackable nature of water bottles.
Agree with Bumper. It would kinda take away the point of enchantments like Fire Aspect and those stuff. My though of this idea though is, it makes the Potion of Fire Resistance less valuable. Why would I brew a potion of Fire Resistance when I can just slow down the burn time with Water Bottles? Has the right Minecraft feel, but it would be a bit OP.

Fire resistance lasts way longer. You'd need to use water bottles each time you got hit (using them up very quickly, given they don't stack.) Plus there's the animation time where you can't do anything else (and are still burning,) if that remains a thing.
Seems like it would mostly be useful in the nether, where water buckets aren't a thing (and because water cauldrons aren't portable.)
