"Promise of new underwater content" has been anticipated for a long time. Sure we have fish, and squids, but the water is just not very interesting. Notch should add some reason to go diving. I feel the following would be wonderful additions:
-Seaweed
-Blue & Black clams
-Perhaps a new mob to make oceans treacherous
And now the explanations:
Seaweed will function and have the same mechanics as sugarcane. It will grow on dirt or sand, and as opposed to having to next to water, it will have to be completely submerged it water. It will break if the bottom block is broken, and can be found ONLY in ocean biomes. (This can be done easily by re-skinning sugarcane, and make it only growable/placeable underwater). It will not replace water blocks, or produce air-gaps
Blue and black clams. Clams will spawn only in ocean biomes (Mojang mentioned interested in making reasons to visit particular biomes). Blue and black clams are not mobs, but will function in a manner similar to mushrooms. Infact, they are identical to mushrooms (with a different skin of course). They slowly spread (just as mushrooms do) and cant survive in high light levels. Just like mushrooms, they can be made into soup (Clam chowder). This will give wooden bowls another use, and having a another soup would be nice too. (I feel that wooden bowls are very unused)
The new mob can be many things, but I feel it should be something that crawls on the ocean floor. It will sink like iron golems, and breath underwater. The mob can be crabs, lobsters, or horse-shoe crabs. They cant swim (only wallow on the floor) and move slowly. (Sharks and fast-moving predators will be overpowered in underwater scenarios, and should not be added) While players are diving to gather seaweed and clams, these little guys will give chase and try and attack the player. They can vary in texture from stone, to sand and dirt. Killing them will yield crab meat, which can be crafted with the aforementioned seaweed to make crab rolls.
In short, I propose the following
-Seaweed (grows like sugarcane, but strictly underwater)

-Crabs (Or another hostile mob, will spawn in oceans, but can venture onto land)
-Clam chowder (Soup crafted from wooden bowl, and 1 of each clam)

These 3 additions WILL make ocean biomes much more interesting, and they are fairly easy to add. Ocean biomes will do more then space out land masses, and there will actually be a reason to explore them!
I think this is a good idea. But there are some possibilities I have as suggestions myself. Maybe there could be fish in the water? And you can kill them to get raw fish, otherwise you can catch them with a fishing line. Also, I think that sponge should grow on the ocean floor, because currently they can't be obtained in survival.
Those are all great suggestions. Perhaps make fish a neutral mob would be good.it could be Cool if they were breedable so people can create fisheries. Also I like the lily pad idea just for making them realistic. Perhaps use this mechanic to make pads farm-able? Also guys pplease up-vote this so more people see this idea. Also my reasoning for adding fish as a mob is to either make them run away when hit (if they're small) or make them fight back (if they're big) when killed small fish drop 1 fish head, 1 rAw fish meat, 1 fish tail. A Large fish drops 3 meat. Using a rod automatically pulls them on land so they just die from nOt being in water (similarly to squids). Make small fish spawn in any body of water that is 6x6x6 (regardless of biome) and make big fish spawn ONLy in oceans. Perhaps use farmable lily pads as a foot item for them to breed. Anyone else agree with new suggestions? (sorry I grabbed your ideAs and ran with them, they were so good they demanded elaboration)
Ocean content is absolutely vital to the game as far as I'm concerned, and it's been a long time coming. We have an entire biome type - one that can get extremely large - that has absolutely no content of any kind in it. That's clearly not acceptable, and it's just no fun.
Alright guys, i find this to be a very vital and crucial part of the game and i REALLY want to see it implemented in the future. The changes I outlined are very easy to do (with the exception of adding mobs). Anyway, i really like the squid idea, it can be a new boss mob (A fair one too! A noob has little chance against enderdragon, but maybe a giant squid can have say 75 health? And only spawn in some kind of special ocean structures, like sunken temples?)

-Sea weed (Re-skinned Sugar Cane, which only grows and can be placed underwater)
-Crab/lobster/SOME KIND OF CRUSTACEAN (Or at least a mob that crawls on the ocean floor so it is not a huge threat, but can come on land sometimes! If crabs, they come in Dirt, Sand, and Stone variety)
Here are the "next" suggestions which I got later...
-Fish mobs, both large and small. (Small ones swim away when hit and spawn anywhere, large ones retaliate and spawn in oceans only)
-Lilypads have "stalks" and perhaps "Lily Pad seeds" (Which can be placed on the bottom of a body of water, a stalk will grow up to the surface and upon contact will form a lily pad)
-Make fish farmable in some way
-Fish can either be fought on water or pulled onto land with a fishing rod where they will die
-Fish are attracted to fishing rod bobbers

How about lilly pads having a stalk that connects to the bottom of the lake as well?
