i would know only 1 way to stop people from whipping out pre loaded guns, don't allow loaded guns in your inventory, they can be unloaded. The only loaded gun will be on your hot inventory ( those 9 bottom squares) allowing only 1 loaded gun. That would stop people from just having constant fire over again and again.

PEOPLE. What do you have against guns? The first gun suggested is underpowered as it is. It's not like we're trying to add M16A1 assault rifles.
Slightly more on-topic: I saw somewhere that someone wants to put a delay before the shot. BAD. This would underpower the gun even more. It would make shooting really difficult.

No. Good idea. Either there's a 1-1.5 second delay (gun powder igniting, with a fuse noise, then the shot) or any time you want to use it you have to have it equipped and go through a loading process before firing. Guns, in the way most players want them, are just too over-powered. Of course if limits like this are implemented the bow and arrow needs to be limited too. Right now it's a rapid fire machine gun. Notch should change it to a click and hold type of weapon. The longer you click and hold, it'll do more damage and fly further.
As I see it, a form of rifle should be implemented to the survival aspect of the game.
However, this form of rifle would be, as this thread has gone on to suggest, balanced in terms of its pros and cons.
For instance, I see the use of a rifle as a very long range, very slow firing, very hard hitting weapon. One that would take patience, practice, and skill to use and master.
Some here have suggested a fire delay be added, I think only .5 of a second would be necessary, for that should be good enough to cause difficulty to any LOLsniper type out there, but still allow for some lethal mastery of the weapon.
I also think that the rifle in question should do 3 hearts damage, no matter the distance of travel.
In terms of range I say that around 100 blocks/meters should be it, and as for sighting, there should be no scope what so ever.
As for ideas for recipes, I have none.

I personally think the sky's the limit for technology, as long as it's within reason that one person could create it on his own. I do think things like sniper rifles are far out of the question. That said, I'd love to see a rifle like the ones from Princess Mononoke. They were loud, emitted a lot of smoke, had a delay, and could only be fired once before either discarded or reloaded back in the village one shot at a time. They also did quite a bit of damage considering their targets were "gods" and "demons".
While assault rifles are out of the question, mounted machine guns don't sound too unfair. After all, they could only be aimed within a limited view range unless you deconstructed it, remade it in a crafting table (assuming it gives out the same parts you put in) and re placed it just to turn it around. Think of all the ammo it would waste so quickly too. It would take multiple people just to gather enough ammo for a few seconds... Not to mention this is the only weapon I can really see having any sort of inaccuracy in randomizing slightly where the bullets go.
If guns are to be included at all, we must also have cannons. These would be aimed in the same way signs are "aimed" when you place them to align in the right direction. It would function like it's own crafting table in that you would need to use a swab item to clean it, then put in a new cannon ball by right clicking the cannon, and the shot itself would have a similar effect to a creeper detonation. To balance this, it has to have a delay for the fuse, and it can only be aimed in eight directions, which requires you to deconstruct and replace it to reorient it.
After oil is added (if and when), I'd also like to see flamethrowers. Not only would it be awesome, but just think of all the better things you could be using that oil for, like plastic, gasoline, rubber, etc...
I'm kind of surprised no one's posted anything about trebuchets or catapults or just giant crossbows. Of course, for all of this to be justified, we'd need a lot more enemies, and we'd need stronger enemies mixed in...

I understand where your coming from here, but no shot randomization, It should be similar to a Kentucky rifle, or the Pensylvania rifle. http://en.wikipedia.org/wiki/Long_rifle

IMO the gun should be made simple as possible mechanics-wise.
Basically, it's a bow that sacrifices the ability to re-use ammo from missed shots, for greater range/accuracy.
So they have the same damage, firing rate and other stuff, because let's face it, bow's firing rate/damage is nowhere near realistic. But the gun fires straight, or otherwise far less affected by gravity, but can't get missed ammo back.
As for crafting stuff, same deal as with the bow, part common, part rare materials, and ammo made of stuff you mostly can't get easy.

I agree, I AM a large gun fanatic, but I realize that guns if done improperly can ruin a lot of things in the game thus far, I think that primitive flintlocks and muskets could be implemented and like the OP said have certain damage at certain ranges. For the range system I thought maybe the guns can shoot quite far but the farther away the bullet becomes slower AND weaker, and though this wont make alot of sense I think there should be a certain point where if the target is TOO close it should be a weakened shot as well. This could prevent snipers AND the people who just hide around corners or charge someone with the intent to blow something away at point blank PLUS this will also keep the sword as a useful weapon as the person with the sword will have the advantage over a gun if they are too close so the sworsdman wont have fear of being blown to bits by a blunderbuss shot to the face. What does anyone else think on this kind of range/damage system?

because arrows you have to kill chickens and mine gravel, easy and easier.
but bullets you have to spelunk or strip-mine and kill creepers, time consuming, and dangerous.
(if you use arrows to kill creepers for their gunpowder, thats 5 arrows per gunpowder... for 1 bullet, nuh uh.)
ok, i just looked it up, gunpowder is made by fermenting manure and ash for many months and mixing it with charcoal and a compound that is obtained through overcooking eggs, or brimstone. hmm. yea, complicated, but im sure there is a way to implement that and avoid the whole creepers being the only way to get gunpowder.
i really dont want the game to turn into a quest for more guns and bullets. that will escalate and we will have world war 1 all over again.
SDK's Gun Mod has modern guns like desert eagles and rocket launchers, which many agree have no place in Minecraft. Here we are discussing how a primitive firearm can be implemented in the vanilla game.
