I have seen a few videos on YouTube where people have had to use all kinds of tricks on how to make a proper ticking mechanism, however, one is where it requires a lot of practice using two Redstone Torches to get it working, but you can't control the speed of its tick. The other is very expensive where you use a lot of Iron Ingots to make the Cart and Rails, and Gold Ingots with Redstone to make the Powered Rails, and a bit of Stone Pressure Plates for powering the Redstone objects (and of course a bunch of Sticks, which are easily renewable).
My solution to this (which would kill two birds with one stone) is by making a Redstone Ticker. It's a lot like the Redstone Repeater, but what this can do differently is that it alternates between switching on and off regularly. There could be two types of these that can be made. One is where you can only set how long it will switch on and off, and the other is where you can set the length of how long it will send power through it, and how long it won't be sending power through it. Of course, it will still require power from somewhere to keep it running, but at the same time, this gives you the ability to control when you want it to run!
I would love to see this implamented in a future Minecraft update. How about you guys?

You mean like a pulser? There are legit and controllable ways to make those already, and it doesn't need rails and carts. http://i.imgur.com/BWiQC.png
If you turned this structure into one block, that block needs to be adjustable somehow too, (like repeaters are) to be more useful than the current pulser.
The stuff in your suggestion can already be done, it just needs a lot of space.

The first Pulser, where you can only adjust the length of how long it pulses on and off should work similar to a regular Redstone Repeater, but as for the one that allows you to adjust the length of either the "On" and/or "Off" pulses, probably where when you right click it, you get an interface to allow you to adjust them seperately.
