Correct me if I'm wrong, but wouldn't it be very simple to just change the code slightly, so that when a player picks up iron or gold ore, they pick up 15:1 or 14:1, rather than the original block?
This would mean players would be able to get experience from mining gold and iron ores, as well as use fortune enchantments on them, without the system being abusable.

It's not like you can do much with gold and iron ore so why bother? It's going to be smelted anyway. As for fortune, I don't think it needs to be applied to everything. Iron is common enough and gold isn't as useful that people need more of it.

Gold and iron are actually very useful in abundance.
You already get XP from Smelting Gold and Iron, so why give Players XP twice?
