First off, let's get this straight.
Not to be condescending, but this is not another "dwaygun that sets err' thing on fiyer"
thread. I am attempting to give a reasonable way to even think about implementing
a dragon besides the Ender Dragon. Though this thread is not an original concept, it
is an original take on that concept.
You know how you can find those random patches of stone sometimes?
They're called Basins, and they're not a terrain bug, for those who don't know.
These basins will be the spawning grounds for the Red Dragon.
The Red Dragon will fly around randomly almost exactly like the
Ender Dragon. The only difference it has from the Ender Dragon
as far as movement is that it does not destroy blocks that it touches.
It does not fight you the same way an Ender Dragon would.
An Ender Dragon would fight you by ramming into you while
you aim arrows at it.
Instead, when a Red Dragon spots you, it lands by you (that is, if it doesn't
land on you). It has 100 hearts of life (Half of the Ender Dragon), and no armor points.
It has 3 distinct combat features.
1. Stomp. The dragon stomps on you while perched, dealing in hearts:
3. Lightning Rune. The dragon flies high into the air and calls down a "Rune crystal" (Those things you find on top of towers in the End) The Rune Crystal will fly down towards you and strike lightning wherever it hits.
5 damage (Easy)
5 damage (Normal)
5 damage (Hard)
When you kill the Red Dragon, it gives 30 levels of experience (enough to enchant an item to the maximum)
It does not leave an egg, or a pedestal.
It can NOT be tamed.
It cannot respawn ever again within 9 chunks of the area it first spawned in.
Once you kill it, it's gone until you go exploring.
Anyways, thats just my view.
I like to keep things simple.

interesting however i think the red dragon is one of those ideas that were not meant to be and just a promise from notch we will never see.
for example fish were promised. if you check the code their is some code for a fish but no model is provided. i think this is just one of those things that didnt fit minecraft. it would be cool but it is something i think is better as a mod.
similar stories for sharks, gears, quiver and a few others. items.
they have to be careful when adding things. one wrong thing can ruin the game
Why give a single mob so many attacks? Let just stick with the best one, which in my opinion is Lightning Rune
It makes bosses really easy to fight when they only have one attack because you know it's the only one they'll ever use. As the Enderdragon is, it only has one attack: flying up to you and biting you. If you added, say, a fireball to that mix, you would have to constantly dodge the fireballs and be on the lookout for his swooping attack while you destroy the crystals so that you can actually deal damage to him. Sounds much harder, doesn't it?
Sounds cool, however I think they should be tamable, however, taming would be VERY hard, you have to feed them large amounts of whatever you tame them with WHILE BEING MAULED BY A DRAGON!
I don't think that a dragon would stop mauling you and become your pet just because you shoved a steak down his throat for the umpteenth time.
I like this idea, but the Red Dragons should only spawn in particularly big basins.

Did something happen to you in your childhood to give you this unreasonable fear of rutabaga?

A bit of my suggestions have been rather hideous lately

A dragon with 30 exp and a bunch of attacks? I'd prefer if it was just a normal dragon. Anyways, how about a dragon that shoots fire charges that swoops down on you like enderdragon? And enderdragon does have 100 hearts btw. on wiki, i think it says 200 cause 1 heart is 2 half hearts meaning 2 life. Maybe a red dragon that shoots fire, and has 30 hearts. And when it's down to 1 heart, it lands and it stops doing damage and just sits there before it dies. in 5 minutes, it dies. or you could just kill it for drops and exp. Then, when it's in that "about to die and resting" mode, you give it some food and he will be tamed at a small chance. If he accepts, he we be tamed. with 30 hearts, doing 3 hearts of damage, and unable to use fire (due to risk of burning your houses). If he eats it and he doesn't like, it he will fully heal and try to murdure you again or fly away.
A good idea, but the lighting rune sounds... kinda cheesy? It's sounds like a special attack someone would use in an anime. Just my personal opinion, you need not pay attention to it.

"You don't honestly care if your new Crystal Meta-Sword is going to clash with your Elite Boss Clogs! It's about the numbers! You want the items with the best numbers so you can use your numbers to decrease the enemy numbers until your numbers are the best in the land!" -ZeroPunctuation
Skyrim didn't invent dragons. Nor did it define dragons or popularize dragons.
So I guess Minecraft is basically Super Mario Bros. because, you know, there
are mushrooms.

Because that's boring.
Anyways, nice idea, it would be cool to see it in the game, whether it be mod or official update. But, if Basins were the dragon's spawning ground... well, just imagine:
Walking around, just started a new world. Hey look, a stone biome thingy! I'm gonna go get some stone! Walking towards the stone... HOLY **** A DRAGON! AHHH, RUN, RUN, RUN! COWS, HALP MEH!
Sounds great! Just two things-
1. There would be way too many dragons. Basins, as you call them, are much to common for such powerful monsters. Either the spawn rate of basins would need to be decreased, or they would need to spawn somewhere else. Might I suggest volcanos be added?
2. Not enough rewards for killing a dragon. 30 exp. sounds great, until you realize that's only one bery powerful item, or maybe two kind of powerful items. That is, if you even have an enchanting table. I'd say add some drop either for strong potions, or making strong (and awesome looking) armor, as a "trophy item" especially on smp.
As for my personal opinion on taming, I think they should stay as a monster to be feared, not a potential weapon. In pretty much all European dragon lore, dragons are bloodthirsty monsters, not friendly steeds.

You better watch closely, or these words just might turn into a juggling squirrel...
When a Red Dragon dies, it drops a Red Dragon Egg. When you place it on the ground, with sufficient heat (fire/lava 6-10 blocks from it), it will hatch in 1-3 Minecraft days, into a Baby Dragon. Baby Dragons are passive, and run away if you hit it. YOU CAN'T TAME BABY DRAGONS!!!
Red Dragons will be nuetral, and turn hostile if you attack a nearby Baby Dragon or Red Dragon.
Baby Dragons drop 0-2 Dragonscales, which can be crafted into armour*, and Red Dragons drop 0-1 Red Dragon Egg, 2-5 Dragonscales, and rarely drop 3-7 Arrows, 1-2 Gunpowder, or Iron Helms and Leggings (VERY rarely enchanted).
Basins should have occassional Lava pools, and naturally generated/spawned Red Dragon Eggs.
I really like this but I have a question:
About the spawning, it doesn't respawn unless you the chunk is unloaded. That's what I'm getting. Am I right?

This is a signature. There should be something here....
Oh wait! There is!

No.
When it spawns, it "marks" a 9 chunk radius around it.
These 9 chunks can't spawn a Red Dragon ever again.
