Dragon Eye: Can be used in a legit "See Invis" potion? Or perhaps Dragon Scale can be used in a "Dragon Skin" potion.
The see invisible is pretty obvious, allows you to see invisible characters and mobs, or perhaps just makes them transparent (like having a teammate be invisible in other games). The Dragon Skin will be a potion, not an armor, with a sort of Protection feature (like reduce 10% of all incoming damage that armor would reduce).
Dragon Eye: Potion of See Invisible: Put a mundane potion in like normal, and a fermented Dragon Eye (fermented the same way you ferment a spider eye), and out pops this bad boy: When an invisible mob/player comes within 50 blocks of you, they become transparent. When they get within 10 blocks, they are fully visible and their name even appears like normal (maybe doesn't last quite as long as a potion of invisibility?).
[Edit] This could be a very cool effect to add a red/purple film to the players vision, or perhaps even give living creatures "Halos" of red or white to allow you to see creatures better in the dark without night vision.
Dragon Scale: Potion of Stone Skin: Put a mundane potion in like normal, and add a Dragon Scale (or perhaps a Gilded Dragon Scale, made like a Glistering Melon), and then viola! A Potion of Stone Skin! When you apply this, it could have a damage reduction effect similar to the Protection effect from a Beacon, but now in a portable potion! For those who don't know, Protection reduces 20% of all incoming damage per level.
Dragon Claw: Potion of Climbing: Again, mundane, dragon claw, you get: Climbing! This makes it so that certain surfaces, like dirt or rock, but not sand or gravel, are climbable like they are covered in vines! Lasts a very short time, but useful for scaling a mountain or fighting the Enderdragon, or even invading a fortress. Perhaps to keep from being OP, do not allow redstone or glowstone to improve effects, and only lasts 30 seconds.
I know that you can get Protection from Enchanted Golden Apples, but we already have plenty of armor and weapons, and ways to upgrade them, so "Dragon Scale Maille" is cool, but essentially useless IMHO, and by making it as a potion, it will be splash-able! Also, if you splash a hostile mob with See Invis, it will increase the radius at which the mob detects an invis player.
Just some ideas! I would love to have a dragon! Especially one you can /summon in as a boss in custom maps without destroying the world...
Or, better yet, instead of only giving a vision filter to the Dragon Eye potion, eating a raw or fermented Dragon Eye will give you a red filter and have a low chance of causing nausia, but any "Dragon" potion will cause you to see very dim red/white halos around living creatures' bodies.
I like the idea of a potion that gives and takes at the same time, so perhaps the potions could be made more powerful, like climb lasting a longer time but giving you weird, "trippy" vision effects while using it, or you could see invisible at the cost of having the natural "fog" reduced to be very close, or even have dragon skin be better at defending you like reducing 50% level one and 80% level two, but at level one you can't jump and at level two you are much slower at climbing stairs or ladders. Just an idea!
I'd prefer less potions especially for the climbing because that would be nonsense for a potion to give you the ability to climb. About that, add an expensive claw constructed from dragon claws, leather, and some other minerals to allow you to climb a few blocks(about 10?) and be a decent weapon.

Adding three new structures for the sole purpose of allowing one mob to spawn, eight items obtainable solely from a single mob which is in addition very rare and extremely hard to kill plus a ton of intricate new game mechanics just for the sake of the mob mentioned before is really a very bad idea.
I would suggest these two options:
Once you beat the Ender Dragon and you get the dragon egg, you can use it to breed your own dragon, and eventually ride it.
Dragons are an extremely rare spawn which you can find in any part of the world, either flying or on the ground. You can try to kind of befriend them in some way, if you fail they fly away and despawn.

To them you are just another player, like virtually everyone else, and if your idea doesn't meet their standards they are not going to use it, and that is it. And they did nothing. So there you go.

I think you did not understand what I am trying to tell you. First off, I am not against you, and your idea, OK? I like it, the only thing is... let me explain it to you in detail.
What is the thing you want? You want dragons added to the game, right? We all do. Ok so that's simple, we want dragons to be added into the game.
Usually when we try to add a nice feature like this to Minecraft we would do it as follows:
Introduce the idea.
Explain how it would work within the current gamemeplay, and how it would change it.
Talk about its features.
Discuss possible advantages and disadvantages.
Make a FAQ section.
As you see, this has a lot of detail. What you did was not adding detail to your idea. You added structures, items and potions. This is not detail. It is content. Do you see what I mean?
Again, our desire is to add a dragon to the game, right? So think about this: do we really need all those different mobs, items, potions and structures? Why not just stick to the topic, which is adding a dragon?
If you had a very good idea, which you have, write a post about that idea and about how good that idea is, not a post about all the other rather superfluous things you want to add with it. If you add as many different things to it as you did, you are diverting the reader's attention to the less important things, and thus mojang will never make the idea happen, because there are just too many things on your post and they don't know exactly what you want. If you ever want to succeed within Minecraft, you have to keep it simple. Detailed, but esentially simple.
