I find skeletons rather stupid at the moment. They have bows. So what do they do? Walk up to you, circle you to the left, and shoot. I'm sure this would make a bit more sense if they had a gun, but seeing as they never will, this isn't a good strategy for them. If you had a bow and were hunting a human, you probably wouldn't have enough time to draw a bow and fire it at such close range. Skeletons should do better than this.
Instead of this, skeletons should try a bit more to snipe a player with arrows. They'd get to higher ground and shoot at players from there. However, to do this, they'd need to see farther. Maybe from 48 blocks away would be good. This could give players a bit more challenge, and make it a bit harder fighting them. The players would have to reach the skeletons before being able to fight them, or just be able to shoot them.
However, if a player approaches a skeleton, it'll run off and try to find a good place to snipe from. If the player starts sprinting, the skeleton will approach the player and shoot it in the same way it currently does-- circling to the player's left and firing occasional shots.
Any suggestions for this that I think would fit will be added.

I think a paritial explanation for their poor attack tactics is the fact that they can only see the player from 16 blocks away. Simply increasing that would make them slightly more of a threat, but you seem to understand this topic more than me, which is shown by the extensive explaining. I support.

I think they're supposed to be hard to get. It's kind of dumb though because the shortness of the audio clips on the CDs makes them almost not worth it, other than as a collectible.

Skeletons shouldn't be smarter, they're walking piles bones... and you expect them to be able to do all this stuff?
I understand you're saying it makes a bit more sense how it is, due to them acting somewhat stupid due to having no brain... But zombies are walking piles of flesh that can smash down doors and get through complex mazes just to get a villager's brain. It's a video game. We don't need logic!
