Red stone circuits are a very important part of the buildability of MineCraft. We have got 64 bit adders, deadly moving wall labyrinths and chicken powered random number generators thanks to the community's creative use of this versatile material. My proposal is a craftable item, akin to a redstone torch or redstone repeater. It would be made from a Clock, some redstone dust, and what ever other materials the MineCraft Gods think is appropriate. Once placed, it could be programmed to activate and deactivate at a specific time during the 20 minute day. This would allow for such things as shutter opening your skylight automatically at sunrise, a dungeon door that only opens at midnight, or defensive gates for your town that open at dawn and close at dusk. I believe the addition of this item would help spark the creativity of the community, and expand the marvelous redstone circuitry usefulness to the player of this great game.

I think i version of this exits without excessive redstone use. Im not sure about this, but I believe there is a timer that counts update events of a block, and uses this to determine the day and night cycle.
I've seen BUD switch clocks (red stone charge every so often) before, but I haven't seen one that can be triggered by time conditions or even changing light conditions.

Actually, all you need to do is put a mushroom on the ground. When the sun comes up, the mushroom dies and pops off the ground, creating an air block in its place. This triggers the BUD switch
