After the dispute as to whether ender chests should be viewable by everyone or by each person individually on servers, Mojang decided to make all ender chests personal. This should stay the way it currently is for single ender chests, but if you place two of them together to make a double ender chest, then you should be able to share items with the rest of the server.
When on a server most people wouldn't want to share items with the entire community. It would be best to just have a normal chest to share with a few trusted friends or faction members.
I think ender chests should be able to remember the name of the person that placed it, so two chests which where placed by the same person connect. This way, each person could have acess to their own enderchest network, but they could make it public by placing it somewhere everybody can open it, or make it private by putting them in hidden underground fortresses around the server. The chests can also be easily shared by small groups, making it perfect for safe long distance trading, or for secret 'guilds' ingame which may have access to the chest. This would in no way impact singleplayer usability as it is now.
I say they should make them kinda like terrarias piggybank. You can place ender chests down, but only you have acces to your network "bank". This would make so that servers dont need chest locking plugins.
That's pretty much what they are now.
