Okay, so about the recent update's effect on Dispensers. I don't like it. The fact that Dispensers will place lava/water/minecarts/boats if a Lava Bucket/Water Bucket/Minecart/Boat is in it and the appropriate conditions are met. What if I want to give a person a Water Bucket through a Dispenser? Or eject a Boat in item form into a moving water stream? I know this seems like a hopeless cause, but here's when my concept comes into play.
The Block
(Applier)
Get rid of the new Dispenser mechanics, add this baby. The Applier resembles a Dispenser in form and GUI. Basically, what it does is right-click the block directly in front of it with one of the items in its inventory when it receives a redstone signal, hence the name "Applier".
Examples include:
-Applying a Wooden Hoe to Dirt (yes the wooden hoe takes durability loss, calm down) to turn it into Farmland.
-Applying seeds to Farmland (the applier can either place the seeds as a block if it is facing the air block above the Farmland or apply it directly to the Farmland if it is on the Farmland's level).
-Placing a block in front of it.
-Lighting objects on fire (Flint and Steel/Fire Charge).
-Placing lava or water.
-Placing Minecarts/Boats (doesn't have to be on tracks or in water).
-Changing ticks on a Repeater.
-Throwing Eyes of Ender.
-Almost anything that can be rightclicked on/with!
Gimmicks:
-The Applier would go amazing with the Allocator. Just saying.
-The Applier can be placed facing any direction. The direction is determined by the face of the block that you put it on.
-If using a Flint and Steel/Fire Charge and the block in front of the Applier is air with a solid block below it, then the Applier shall light the space in front of it. However, if there is a solid block in front of the Applier, it will light the top of that block on fire.
-Yes, it can make Snow/Iron Golems.
-Any direction oriented block will be placed facing away from the Applier.
-Crafting recipe? Umm... This is the one detail I am unsure about. How about this:
I can agree. I bet sum maps could get messed up with the new update,like if the the player is supposed to put water somewhere and you receive through dispenser.Then it would poor out and unable to use it if the dispenser uses a bug for it.
The allocator can be used to drop items. They could just make the dispenser apply items.

It does dispense though. It dispenses water and lava and boats and minecarts. I agree that the Allocator should be implemented to dispense itemized objects and the dispenser should be kept as is.
I don't really like the idea behind this block. Adding a block to take on traits that another block is losing is completely the wrong way of doing it. Like I and Bumber said, the Allocator should be implemented instead.
I mean think about it for a second, if both the Allocator and this block were implemented, the dispenser would be totally useless, And I would rather the Allocator was implemented than this block.
I think a misunderstanding has occurred. I only wanted to suggest a block that could place blocks and use items to replace the recent changes to Dispensers. I said it would go well with the Allocator because then I could make a really awesome automatic wheat farm.
A chain of Allocators would supply the Appliers with seeds from my chests, and the Appliers would plant them on the farmland.
And the reason I suggested the Applier instead of giving the Dispenser these properties, is that the Applier has more freedom by being a separate block then if the Dispenser had these abilities. I do not want the dispensing items and applying blocks functions to be in the same device because it could cause problems. Imagine asking a Dispenser for a block of Cobblestone and having it placed in front of you. Imagine asking an Applier to shoot arrows. Both do not make sense! Please understand that I just wanted to add a feature that feels as though it could unleash a new era of devices through one simple block. I don't want to get rid of Dispensers, I just want to remove the recent changes and add a block that does those as well as a lot more. Please read and understand this...

Dispenser: A block that stores items and shoots them out when activated (can shoot arrows).
Allocator: A block that moves items from one place to another or into a chest when activated.
Applier: A block that stores items and places (if they can be placed) them when activated (of course there is more but this is only a brief summary).
I fail to see any useless-rendering?
I just wanted to suggest an alternate name to the applier: Applicator. Just sounds more like a name that the crew would have thought up.

An area where the Allocator has to tread carefully is to not render the dispenser useless. If you think about it, the Allocator can be used as a dispenser with increased storage, if it is rigged up to spit items out of a chest behind it. The solution to this is that the Allocator doesn't have the abilities of a dispenser, like shooting arrows or dispensing minecarts.
If this block was implemented it would take away some of the unique properties of the dispenser that would otherwise make it useful compared to the Allocator. See what I'm saying?

If you made it have a more fixed use I might get on board with it. But I don't think that use should interfere with the dispenser at all i.e, don't take uses from the dispenser or give it similar abilities.

The Allocator can actually drop items onto the ground if the output is not hooked up to anything.
Suppose you want to give the player arrows without shooting them. You have the Allocator pull them out of a chest and drop them onto the ground.
If you want to fire the arrows you use a Dispenser. The Dispenser is becoming the block that uses items. It has always used arrows by firing them (since there's already a bow in the Dispenser's recipe) and now it's getting that functionality with other items.
